Park Improvement Fund Balance as of September 30, 2020: $2,489,070.16 Inflows to the Park Improvement Fund last month were as follows: Dedication fees — $418,200 Grants/Other - $127,300 Interest - $71.51 Donations - $0 Expenditures — $229,909.49 (Flint Hills Field Lights, Greenway Trail Designs, Skate Park, Horseshoe Lake Park final payment, and Flint Hills Building Design) Storywalk - The Robert Trail Library and Rosemount Parks and Recreation teamed up to offer a Storywalk in Central Park on October 15 - October 18 from 9AM-9PM. It is a self -guided walk through the park while reading pages from the children's book A LeafCan Be by Laura Purdie Salas. The Storywalk was installed along the path around the pond at Central Park which is about 3/4 of a mile long. Fall Clean Up - Rosemount's Fall Clean -Up and paper shredding event was held on Saturday, October 3. We serviced 369 vehicles at the Clean -Up, by far the most vehicles we have had come through our site for the Fall Clean -Up in decades. This is 99 more than the 270 vehicles we serviced at last year's Fall Clean - Up. While the Clean -Up was taking place at the Public Works Facility, the paper shredding event was occurring on the other side of the block in the Central Park parking lot. The Michelle Hoagland Group of Keller Williams Realty partnered with the City of Rosemount on this shredding event and shared the cost and provided the staffing for it. Approximately 200 cars came through the paper shredding event. Field Light Lighting — The playing field lights at Flint Hills Field #4 have been installed and are operational. Parks and Recreation Fees and Fee Policy — For the past several years the Commission has reviewed the Parks and Recreation Department fees and fee policy in October. Staff is currently reaching out to other local cities to see what they are doing with their fees for 2021 due to Covid —19. One item to note is that the City will start charging a convenience fee for credit card use in 2021. Staff will report back to the Commission in November with regards on how to move forward with fees in 2021. UMore Ball -field Project - The Parks and Recreation Department has been working on the plans and specifications for the phase 2 improvements at the UMore Ballfield Complex. The current amenities include two fields that are used for youth baseball, youth softball and college softball. The proposed phase 2 improvements include adding two more fields, two batting cages, additional parking, landscaping and a bid alternate for lighting all four fields. The funding for this project comes from the City's Capital Improvement Fund (CIP) and is being estimated to cost $1,750,000 the field lighting would an extra $750,000. ♦� � Q UL CS oCD ■ Z o` CD J E3 D oa Li e ' Parks, Trails and Open Space Master Plan - In 2018, the City worked on completing the 2040 Rosemount Comprehensive Guide Plan. The Comprehensive Plan defines the expected residential, commercial and industrial development and contains forecasts for population, household and employment growth through the year 2040. This Parks, Trails and Open Space plan was an update to the City's 2008 Parks Master Plan and reflects the changes in Rosemount since 2008 and plans for the growth forecasted through 2040. The 2018 Parks System Plan is intended to act as a user-friendly guide to decision making regarding the future needs, development, renovation and preservation of Rosemount's parks, trails and open spaces. The City recognizes that demographic, recreation and environmental trends will change over the next several years and those changes will affect park, trail and open space needs. This plan will help set the framework for these future improvements and will increase efficiency by establishing a long-term vision and priorities. A copy of the Parks, Trails and Open Spaces is being provided to the Commissioners.
