REGULAR MEETING PROCEEDINGS
OCTOBER 20, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, October 20, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
• City Administrator Martin
• Public Works Director/City Engineer Erickson
• Community Development Director Lindquist
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Essler
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

6.f. Resolution Extending the Granting of Regulatory Flexibility to Local Businesses
Councilmember Block pulled this item for additional information. Community Development
Director Lindquist discussed the potential plans given the change of season and current status of
COVID-19 as the current resolution expires October 31, 2020. A couple items Ms. Lindquist noted
were outside tents at Fireside and Carbone’s and staff will continue to collaborate with businesses
during this time to support their efforts in expanding outdoor seating / service.

Nays: None. Motion carried.
PUBLIC HEARINGS
7.a. Autumn Path Extension Project, City Project 2019-07 Assessment Hearing
Public Works Director Erickson discussed the latest updates regarding this project. Staff has
provided an agreement to the property owners which would allow the deferment of assessments up
to 10 years interest free or until the subdivision of the property, whichever occurs first. In result,
staff recommends Council close the public hearing on assessments and take no further action related
to levying assessments on the property
Mayor Droste continued the public hearing at 7:09 p.m.
Motion by Droste
Motion to close the public hearing at 7:10 p.m.
Ayes: 5.
Nays: None. Motion carried.
Councilmember Essler questioned the recording of the agreement. Mr. Erickson confirmed the
agreement stays with the land and the agreement will be triggered upon sale or after ten years.

Motion to approve assessment
Ayes: Droste, Essler, Freske, Weisensel, Block
Nays: None. Motion carried.
UNFINISHED BUSINESS
8.a. Allocation of CARES Act Funds to Fairview Hospital
City Administrator Martin discussed the latest information regarding the allocation of CARES Act
Funds to Fairview Hospital as funds must be expended by November 15, 2020. A grant of $53,348

is requested, which reflects Rosemount’s proportion of impatient admissions to Ridges (6.12%) of
their overall COVID-19 costs from March through June ($871,994).
Mr. Martin noted several other cities in Dakota County received similar requests from Fairview, and
a few grants have been approved by other cities.
Councilmember Block is opposed to allocating these funds to Fairview Hospital as the funds will go
into the broader Fairview coffers versus directly to Fairview Clinic in Rosemount.
Mayor Droste is in favor of allocating the funds to Fairview as several clinics have closed recently
due to funding and stated the importance of having Fairview Clinic in Rosemount for our residents.
Motion by Freske Second by Essler
Motion to authorizing allocation of a subsequent allotment of CARES Act funds to
Fairview Hospital, as presented.

Nays: Weisensel and Block
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted the plowing season and guidelines for winter parking and also
noted wood stakes are available for residents. Mr. Martin also encourages residents to sign up for
snow plow alerts via text message and the Police Department had a great turnout of applicants for
police interviews.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:29 pm.
