RECOMMENDED ACTIONS: Motion to Approve Final Payment to Ryan Contracting
Company for 145th Street Improvement Project, City Project 447 and Accepting the
Improvements for Perpetual Maintenance
BACKGROUND
On October 10, 2019, the City Council awarded a contract to Ryan Contracting Company for construction
of 145th Street Pedestrian Improvements, City Project 447. This project constructed sidewalk east of
Brazil Avenue on the northern side of 145th Street across both Progressive Rail and Union Pacific Railroad
lines. Because of rail signal work and the significant expense and time required, the southern sidewalk
connection will be constructed with the 145th Street pavement improvement project, planned for 2023.
At the beginning of construction in late 2019, Union Pacific had several sections of crossing material
removed due to maintenance work. This material was not replaced until late summer of 2020 at which
time Ryan Contracting was finally able remobilize and complete the required work. Ryan also corrected
two minor punch list items. At this time the project is complete and all close out paper work has been
received. As a result, this project is recommended for final acceptance and issuance of final payment. A
two-year warranty period will begin with final acceptance.
RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution accepting the improvements and
authorizing final payment to Ryan Contracting Company for 145th Street Pedestrian Improvement Project,
City Project 447.

A RESOLUTION ACCEPTING PUBLIC IMPROVEMENT
FOR 145TH PEDESTRIAN IMPROVEMENTS
CITY PROJECT 447
WHEREAS, the contractor for for 145th Street Pedestrian Improvements has submitted documentation
and a final pay request for City acceptance of the public improvements, and;
WHEREAS, the City received a letter from WSB & Associates confirming the public improvements
were installed in accordance with the approved plans and specifications and finds the improvements
acceptable.
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota. The work completed
under said agreement is hereby accepted for perpetual maintenance and ownership.
