RECOMMENDED ACTION:
Motion to declare Heidi Freske and Jeff Weisensel winners of the November 3, 2020 City
of Rosemount General Election.
BACKGROUND
Minnesota Statute 205.185 Subd. 3 requires the governing body of a city to certify its
election results between the third and tenth day after an election. An abstract including the
return information of the November 3, 2020 General Election has been provided to use for
declaring the official results.
The City of Rosemount saw a significant increase in absentee voting due to the
implementation of “Early Voting” in 2016 and the COVID-19 pandemic. We use the term
“Early Voting” to refer to the period between October 27th and November 2nd, when an
absentee voter can place their ballot directly into a ballot counter. Absentee Voting (voting
by mail) began September 18th. Overall, absentee voters accounted for about 59% of all
ballots cast and 27% of absentee ballots were cast during the Early Voting period.

November 3, 2020 City of Rosemount General Election.
