ATTACHMENTS: Final Spreadsheet, Resolution 2020 - 121 APPROVED BY: LJM RECOMMENDED ACTION: Motion authorizing allocation of the final allotment of CARES Act funds, as presented. BACKGROUND City staff has continued to work with local, state, and federal partners as we continue allocating our $1,833,933 in CARES Act funds. All funds granted to the City must be expended by November 15 with a subsequent report submitted to the MN Office of Management and Budget, so this will serve as the City’s final allocation of all CARES Act funds. Currently, staff is requesting the Council authorize allocation of the following expenses. Funding Categories Allocation of Funds Necessary expenditures to protect staff and residents (PPE, Facility updates, teleworking) $177,998.14 Public Safety Salaries $1,111,944.29 Necessary Expenditures for City Operations This category of funds includes personal protective equipment already acquired, including masks, plexiglass, cleaning solutions, and increased janitorial services. Also included is equipment needed to facilitate teleworking for staff during the pandemic, including laptops, internet boosters, along with Federally provided COVID sick leave. The final total of these costs is $177,998.14; previously $60,646.83 has been allocated. Public Safety Salaries Guidance from the Federal government and confirmed by our local partners has clarified that Public Safety Salaries are an eligible expense for the CARES Act funds. Discussion from the City Council has been to utilize this funding option as the last strategy, so staff has been purposeful on ensuring that all other needs in the operation have been met. Also, significant effort has been made to expand the business grant program to ensure that all interested and eligible businesses can access the program. As all those avenues have been exhausted, staff is now prepared to allocate the final segment of CARES funding to Public Safety Salary expenses that have occurred from March to November. RECOMMENDATION Staff recommends the City Council authorize a resolution providing for the final allocation of CARES Act funds, as presented above. CARES Act Allocation Tracking Date Council Action Description Amount 8/4/2020 Res. 2020 - 92 Creation of the Small Business Grant Program 500,000$ **Actual spend = 379,995.74$ 9/1/2020 Res. 2020 - 95 Assistance Provided to 360 Comm. 50,000$ 9/1/2020 Res. 2020 - 117 Assistance Provided to Fairview Hospitals 53,348$ 9/1/2020 Res. 2020 - 95 Replayment of City costs for PPE (March 2020 to August 2020) 60,646.83$ 9/15/2020 Res. 2020 - XX Approving CARES Grant program Vrs. 2 (downtown focus) 200,000$ **Actual spend = 379,995.74$ 11/13/2020 Res. 2020 - XX Authorizating final allocation of CARES Act Funds (public safety) 1,111,944$ 11/13/2020 Res. 2020 - XX Authorizating final allocation of CARES Act Funds (PPE etc. Aug. through Nov.) 177,998$ Total Allocated 2,153,937$ Total Spent 1,833,933$ Total Received 1,833,933$ Amount Remaining -$ 1 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2020- 121 RESOLUTION APPROVING ADDITIONAL ALLOCATIONS OF THE CITY OF ROSEMOUNT’S CARES ACT FUNDS WHEREAS, the spread of COVID-19 in the United States and Minnesota has raised serious public health concerns and resulted in a great deal of uncertainty, and much remains unknown about the virus and how it spreads; and WHEREAS, On March 13, 2020, Governor Tim Walz issued Emergency Executive Order 20-01 declaring a state of peacetime emergency to address the COVID-19 pandemic in Minnesota, which triggered activation of the emergency management plan of the City and enabled the City to exercise its emergency powers; and WHEREAS, The Governor has subsequently issued additional Executive Orders to combat the impacts of COVID-19 within the State of Minnesota, which include closures of schools, bars, restaurants, and other places of public accommodation, and directing Minnesotans to stay at home (with exceptions for obtaining necessary supplies, healthcare and similar needs) unless they are engaged in critical sector work; and WHEREAS, On March 17, 2020, the City Council adopted Resolution No. 2020-44, declaring a local emergency and directing City staff to take appropriate action to facilitate the directives of the Council and authorizing City staff to take actions deemed necessary to protect the public health and safety; and WHEREAS, the City has received Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) funds from the State of Minnesota; and WHEREAS, at its August 4, 2020 meeting the City created the Rosemount CARES Small Business Grant Program and has determined to use $500,000 of CARES Act funds to provide grants to small businesses within the City that have been impacted by COVID-19 due to required closures or decreased business; and WHEREAS, the CARES Act and associated guidance from the US Department of the Treasury provide that funds may be used to provide necessary emergency assistance to individuals impacted by a loss of income due to the COVID-19 public health emergency, including assistance to avoid evictions, and to provide food delivery to vulnerable populations and other similar expenses to ensure compliance with public health measures; and WHEREAS, CARES Act funds may be used to cover eligible expenses incurred by local governments in responding to the COVID-19 health pandemic; and. WHEREAS, the City Council is prepared to authorize a subsequent round of funding 2 allocations to support these described purposes; and NOW, THEREFORE BE IT RESOLVED by the Rosemount City Council as follows: 1. The City of Rosemount shall utilize $177,998.14 for eligible expenses associated directly with the City’s response to the public health crisis, including acquisition of personal protective equipment, sanitizing products, expenses to facilitate or improve teleworking capabilities, and expenses of providing paid sick, family, and medical leave to public employees. 2. The City of Rosemount shall utilize $1,111,944.29 for eligible expenses associated directly with the City’s response to the public health crisis, including public safety salaries and benefits from March 2020 to November 2020.
