ISSUE
Previous discussions with the Council and Port Authority indicated a desire for more information
regarding completion of workplan activities. The following highlights some of the project and economic
development activities since the last Port Authority meeting.
COMMERCIAL
The Morrison: Foundation work, utilities, and the garage deck work has been completed. Ron Clark will
begin setting walls this week, weather permitting. The reminder of the building permit, for the building
above ground, was pulled earlier this month.
Carousel Way: The tenant buildout for the Lorenz Clinic has been completed and they are in the process
of finishing final inspections.
Brewery: No new information
The Clover: A building permit has been issued and alterations are in progress.
Israelson property: Mr. Israelson’s application was approved by the City Council at the October 5,
meeting. No new information.
Merchants Bank site: No new information at this time.
Akron Ave: Staff continues to work with an operational partner on this project, with requested actions of
the City anticipated in early 2021.
UMore Residential: A presentation of the developer and concept plan are tentatively scheduled for the
December 1, 2020 work session.
Guitar Shop: A ribbon cutting was tentatively scheduled for November 12th. The event was cancelled
upon the request of the owner due to the pandemic. It will be rescheduled in spring.
Super America: The court date for this property is December 4th, which may include a settlement. The
owner is working with Wells Fargo and the SBA to sell the property to a group that would reopen the
location as a store with gas (not a Speedway).
DCTC: DCTC has started work for a new vet tech program. Alterations include classrooms, surgery, x -
ray, space for exotic animals etc. The framing inspection has been completed.
Rosemount Woods: New home sites and utility work is in progress. The storm shelter foundation has
been completed.
Triple AAA Auto: Work has begun on alterations to the main office area.
INDUSTRIAL
UMore Industrial site: There is no new information.
Biscayne Business Park/ Cerron Commercial Properties: The building is finaled and there is a
potential buyer for the entire building. Staff is hoping to confirm the purchase by the next meeting.
Rosemount Business Park: Staff has received several inquiries regarding sites in the Business Park and
expects to receive another RFIs later this month.
Opus Site: No new information.
OTHER
Open to Business: Staff canvased local businesses with the new Open to Business Advisor on October
30th. She will provide updates from her outreach in the coming weeks.
CARES Grants: The last Rosemount CARES grants were dispersed on November 9th and the program
has effectively ended. Dakota County reopened their CARES grant application period with an emphasis
on newly eligible home businesses. Staff referred home businesses that were ineligible for City grants to
the County program.
COVID Restrictions: Governor Walz announced new restrictions given the Under the new restrictions,
bars and restaurants will be required to end dine-in service - including alcohol - at 10 p.m., although
takeout and delivery service will still be allowed after that time. Indoor capacity will be capped at 150
people and may not exceed 50% capacity. The previous limit was 250 people.
