BACKGROUND The 2021 Street Improvement Project, City Project 2021-01, is proposed to consist of an asphalt mill and overlay or full-depth reclamation for streets that require more rehabilitation. During final design, streets will be evaluated to determine the proper maintenance procedure appropriate for each street. Proposed streets include: • Upper 149th St W between Crandall Ave and Colorado Ave • Covington Ave between 147th St W and Upper 149th St W • Colorado Ave • 157th Ct W • 157th St W • Darling Path between Danbury Ave and 200 feet south of Upper 156th St W • 156th St W between Darling Path and Shannon Parkway • Upper 156th St W • 156th Ct W • Dapple Ct • Dapple Cir • Danville Ave between 156th St W and 156th Ct W • Cumberland Ave • Crocus Ave • Crocus Ct • Crystal Ct • Crystal Path between Danville Ave and Shannon Parkway Minor utility work, rehabilitation of pedestrian ramps to meet current ADA requirements and boulevard ash tree removals with the project limits will also be included. On August 4, 2020, the Council approved a contract for engineering services with Bolton & Menk, Inc. for the 2021 Street Improvement Project, City Project 2021-01. Bolton & Menk, Inc. authored a report on 2 the feasibility of this project. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. On October 8, 2020, staff hosted a virtual open house for property owners to address questions and comment regarding the project and the proposed assessment roll. On October 20, 2020, the Council accepted the Feasibility Report and called for the Public Improvement Hearing for the 2021 Street Improvement Project, City Project 2021-01, which is a necessary step under the Minnesota Statutes Chapter 429. Staff will provide additional information for the proposed improvements, existing conditions, costs and funding as part of the public hearing on improvements. As the conclusion of the hearing, City Council will be asked to adopt a resolution ordering the improvement and preparation of plans and specifications. COSTS & FUNDING The Feasibility Report estimated the project cost at $1,705,000 as tabulated below. The proposed project funding is shown in the following table. The estimated cost from the Feasibility Report is approximately 19% higher than the CIP estimate. Most of the cost increase is due to water utility and pedestrian improvements. Because of the project location staff recommends that the improvement hearing and design work proceed. During the bidding process, staff anticipates that the project would be bid with additive alternates in order to allow a reduced scope and thus reduced cost. The portion not awarded would then be fully designed and could be rebid at a future date. A preliminary assessment roll is included in the Feasibility Report. Assessments are proposed in accordance with the Rosemount Special Assessment Policy. 35% of the Street Improvement costs will be 3 assessed and the remaining 65% will be paid by the Street CIP Fund. The assessments are proposed as a unit assessment, meaning the amount will be the same for all single-family properties with a driveway access to a street within the project area. SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward. At the conclusion of the hearing, staff recommends the Council adopt the attached resolution ordering the project for the 2021 Street Improvement Project, City Project 2021-01. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2020 - 122 A RESOLUTION ORDERING THE PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS 2021 STREET IMPROVEMENTS PROJECT CITY PROJECT 2021-01 WHEREAS, Resolution 2020-116 was adopted by the City Council on October 20, 2020, fixed a date for the Council hearing on Improvement number 2020-01, the proposed improvement of: • Upper 149th St W between Crandall Ave and Colorado Ave • Covington Ave between 147th St W and Upper 149th St W • Colorado Ave • 157th Ct W • 157th St W • Darling Path between Danbury Ave and 200 feet south of Upper 156th St W • 156th St W between Darling Path and Shannon Parkway • Upper 156th St W • 156th Ct W • Dapple Ct • Dapple Cir • Danville Ave between 156th St W and 156th Ct W • Cumberland Ave • Crocus Ave • Crocus Ct • Crystal Ct • Crystal Path between Danville Ave and Shannon Parkway; and, WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was given, and the hearing was held thereon on the 17th day of November 2020, as which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. Such improvement is necessary, cost effective and feasible as detailed in the feasibility report. 2. Such improvement is hereby ordered as proposed in Council Resolution 2020-116 adopted on October 20, 2020. 3. The City Engineer is hereby designated as the engineer for this improvement. The City Engineer shall have plans and specifications prepared for the making of such improvement. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project 2021-01.
