October 20, 2020 Enviroment and Sustainability Commission Minutes ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES October 20, 2020 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission of the City of Rosemount was called to order on October 20, 2020, at 5:35 p.m. via Go To Meeting. Attendees included: Mayor Droste, Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman, and Commissioners Renee Burman, Kristen Andrews, Katie Koch-Laveen, Erin Delaney and Tina Angerer. Staff present included the following; - Public Works Director Erickson and Stormwater Specialist Byron. Guests present included the following; - John Exner - Environmental Specialist with Dakota County ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES Motion by Andrews Second by Koch-Laveen Motion to approve the minutes of the September 15, 2020 Environment and Sustainability Commission meetings. Ayes: 7 Nays: 0. Motion carried. PRESENTATIONS 4.a. Organics Drop Site Opportunities Partnering with Dakota County – John Exner Dakota County John Exner with Dakota County presented on current and future organics drop off sites. There are currently 5 sites available for Dakota county resident to dispose of organics: Dakota Lodge, Holland Lake Trailhead, Lakeville Ware/Treatment Facility, The Mulch Store, and Dakota County Highway Garage. Exner briefly spoke about funding priorities, regional examples of municipal drop sites, and any potential concerns (odors, illegal dumping & critters). Exner discussed what the next steps would be to implement a drop site in Rosemount. Dakota County will consult with city staff and identify a potential site location. A Joint Powers Agreement (JPA) will be developed and shared responsibilities will be discussed. Following presentation commissioners and staff asked Exner questions about the operation. OLD BUSINESS 6.a. Goal Setting 2020 Discussion Stormwater Specialist Byron briefly summarized that commission brainstormed goals in August and then separated into subgroups before the September meeting. Staff reviewed the goals, summarized changes and offered recommendations. NEW BUSINESS ANNOUNCEMENTS EXECUTIVE DIRECTOR’S REPORT 9.a. Set Next Meeting Agenda for November 17, 2020 Commissioners will approve the 2020-2021 goals, educating and communicating with the community, and assigning goals to commissioners with timelines.
