HomeMy WebLinkAbout20201005 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS October 5, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held thonMonday, October 5, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145 Street West. Mayor Droste called the meeting toorder with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; City Administrator Martin Community Development Director Lindquist Public Works Director Erickson Senior Planner Klatt Chief of Police Dahlstrom The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT No public comments CONSENT AGENDA Motion by Block Second by Freske Motion to approve consent agenda a. Bills Listing b. Minutes of the September 152020 Regular Meeting Proceedings c. Receive Donation from Flint Hills d. Appointment of Election Judges for 2020 General Election e. Payment 6 & Final – Greystone 7th Street and Utility Improvements, City Project 2018-10 f. DBA Cub Liquors ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS October 5, 2020 Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Autumn Path Extension Project, City Project 2019-07 Assessment Hearing Public Works Director Erickson explained that an initial assessment hearing opened on September 15, 2020. Staff recommended that Council continued the public hearing until the October 20, 2020 meeting to allow more time for property owners to respond. Motion by Block Second by Essler Motion to continue the Public Hearing on Assessments for Autumn Path Extension, City Project 2019-07 until October 20, 2020. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. UNFINISHED BUSINESS NEW BUSINESS 9.a. 20-30-PUD; 20-35-SP; 20-36-RZ; 20-37-CP; Request by KJ Walk, Inc. for Comprehensive Plan Amendment, Rezoning, Planned Unit Development Master Development and Final Site and Building Plan, and Preliminary and Final Plat Approval (Simple Plat) associated with the Rosewood Commons hotel and senior living mixed use development Senior Planner Klatt provided an overview of the KJ Walk application and the proposed Rosewood Commons site development. Council member Freske questioned why the apartments are designated as senior living. The thdeveloper, Mr. Isrealson, explained to council that since the apartments being built on 145 St. are for allages, they decided to target adifferent market with senior living. Council member Essler asked Mr. Isrealson what their plan was for hotel chain acquisition. Isrealson explained that they plan to consult with chains during the construction phase so they can have the hotel’sinput. The hotel will not be in the first phase of the development due tothe hotel industry being affected by COVID-19. Motion by Block Second by Essler Motion to Adopt a Resolution Approving a Comprehensive Guide Plan Amendment to Reguide 5.5 Acres of Land West of Business Parkway from CC – Community Commercial to HDR – High Density Residential. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS October 5, 2020 Motion by Essler Second by Freske Motion to Adopt an Ordinance Approving a Zoning Map Amendment to Rezone 5.5 Acres of Land West of Business Parkway from C4 – General Commercial to HDR – High Density Residential Motion to Adopt an Resolution Approving a Planned Unit Development (PUD) Master Development Plan and Final Site and Building Plans with rezoning to HDR- PUD and C4-PUD for four senior apartment buildings, two senior apartment buildings with ground floor retail, and a 79-unit hotel subject to conditions with one amendment to item d. to allow 16 less than the minimum number of overstory tree plantings required in the R4 and C4 zoning districts. Motion to Approve the Planned Unit Development Master Development Plan Agreement for Rosewood Commons and Authorize the Mayor and City Clerk to enter into the agreement. Motion to adopt a resolution approving the Preliminary Plat for Rosewood Commons subject to conditions. Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted the Light the Night event that occurred on Sunday, October thth4. Night to Unite will go virtual on Tuesday, October 6. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon amotion byDroste and a second by Essler the meeting was adjourned at 8:00 pm. to reconvene to the city council work session.
