WORK SESSION PROCEEDINGS
October 5, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
thonMonday, October 5 at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145 Street
West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler, and
Freske.
Staff present included City Administrator Martin, Park and Recreation Director Schultz, Public
Works Director/City Engineer Erickson, Community Development Director Lindquist, Chief of
Police Dahlstrom, and Senior Planner Klatt
Guests included: David Sutlin, EPA, Padma Bending – EPA Legal, Cory Boeck, MPCA, and Brian
Dickens, Section Chief EPA.
DISCUSSION
2.a. Spectro Alloys Discussion
Community Development Director Lindquist provided abrief overview of Spectro Alloys
operations.
David Sutlin with the EPA spoke generally about Spectro Alloys’srecent Notice of Violation and
the ongoing investigation. As a result of the initial site visit, the EPA requested more information
about operational activity from Spectro Alloys. Sutlin provided abrief overview of how afacility,
like Spectro Alloys, should operate.
Cory Boeck with the MPCA discussed the current air quality permit that Spectro Alloys has. The
MCPA inspects the facility every 3-years. They also inspect on a complaint-basis as well. Spectro
Alloys must report to the MPCA every 6-months. Air quality at the stack isreviewed every 5 years.
Council members and EPA and MPCA members discussed operational concerns at Spectro Alloys.
The Council asked about the testing that takes place on site and relating to issuance of permits. It
was clarified that the test must reflect the operations that will occur and that the permit is based
upon the capacity and throughput that is used for the test. The test is conducted by a third party and
results are reviewed by the agencies for compliance with standards. It was asked how the local
government can plug into the permitting process to ensure the site is operating consistent with
regulations. It was noted that the air quality permit allows for public comment and is one way the
City can make formal comments.
The Council asked about how environmentally safe the emissions are relating to Spectro Alloy
operations. It was noted that the air quality permit allows some pollutants tobe released into the air.
In response to Council members concerns about the safety of air and soil near the facility, the EPA
and MPCA will provide additional resources to the City and will be available for further discussion
after the current investigation is completed. When asked about timing, the EPA could not give a
response, but indicated this is a lengthy process.

2.b. Community Band Service Agreement
City Administrator Martin provided an introduction for the Rosemount Community Band and
introduced two band members, Tom Conway and Mark Enochs.
Tom Conway and Mark Enochs updated council and staff on their goals and activities.
Council members and the band representatives briefly discussed agreement terms.
2.c. Ordinance Amendments
Community Development Director Lindquist and Senior Planner Klatt discussed concerns about
structures built in buffer areas orclose towetlands.. Staff is recommending the new ordinance
regulates wetlands with setback and buffers regardless of whether the area around the wetland is
developed or rural. There was a question about farmers and it was clarified their activities would not
be impacted by the changes.
Staff also asked about allowing administrative approval of some types of subdivision activities and
provided examples of when administrative approval is suggested. It was noted this was also
discussed with the Planning Commission who supported the change. This will reduce the amount of
processing time and save applicants time and money. The Council was supportive of both changes.

Mayor Droste adjourned the meeting at 6:52 p.m., second by Essler.

Mayor Droste called the meeting back to order at8:06 PM.
UPDATES
Council members discussed the previous item regarding Spectro Alloys and how future complaints
related the facility will be handled going forward.
ADJOURNMENT
There being no further business to come before the City Council and upon amotion by Droste all in
favor the meeting was unanimously adjourned at 8:48 pm.
