Minutes of the November 4 2020 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS NOVEMBER 4, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Wednesday, November 4, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street West. Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler, and Freske. Staff present included City Administrator Martin, Director of Finance May, Community Development Director Lindquist, Chief of Police Dahlstrom, City Engineer/Public Works Director Erickson. Guests included: Luther Wynder, Chief Executive Officer from Minnesota Valley Transit Authority DISCUSSION 2.a. Rosemount Transit Update; Minnesota Valley Transit Authority Luther Wynder, Chief Executive Officer from Minnesota Valley Transit Authority was present to provide an overview of the Minnesota Valley Transit Authority. Mr. Wynder discussed the latest number in trips, future goals and also discussed COVID-19 impacts. 2.b. Update on 2021 Budget City Administrator Martin provided a few updates regarding the budget. The biggest impact being the health insurance premiums are increasing 18% in 2021. The maximum property tax levy remains unchanged and is not anticipated to be lowered upon final authorization. Council members directed staff to review other cities health insurance to use as a benchmark for the benefits and cost for future years.. City Administrator Martin highlighted the City’s tax capacity increased further from preliminary amounts, rising to 7.76% as compared to 7.15% in September. The info graphic describing the budget should be ready at the December work session to share with residents after the budget is adopted. 2.c. CIP Discussion City Administrator Martin discussed the latest updates regarding the ten-year Capital Improvement Plan (CIP). The CIP is reviewed annually and the approval of the CIP will happen at the same time as the 2021 budget action item. Mr. Martin provided an overview of several of the upcoming priority projects. Couple items to note, the UMore Ballfield Building is budgeted for 2024 due to waiting for water and sewer to be available there, waiting on authorization from the county to defer payments on several projects, lease programs are being explored with some equipment for Public Works, Water Treatment Plant is currently under design and the Public Works/Police Department expansion does not have a date set as land is still being acquired. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS NOVEMBER 4, 2020 Council suggested coming up with a communication plan to communicate several of these upcoming projects to residents. The Five-Year goal plan is on its final year and will be discussed at the upcoming goal session in December/January. UPDATES Community Development Director Lindquist discussed the update on the liquor license amendment that is on tonight’s city council agenda. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste second by Essler the meeting was unanimously adjourned at 6:48 pm.
