ATTACHMENTS: Memo Update to Engineering Guidelines APPROVED BY: LJM RECOMMENDED ACTION: Motion to adopt an update to the Engineering Guidelines BACKGROUND The City of Rosemount’s Engineering Guidelines provide direction to developers, engineering and builders within Rosemount. The current version was approved in 2008 and with an interim update in 2016 with the adoption of Atlas 14 precipitation data to guide stormwater design within the City of Rosemount. This update is being provided to ensure continuity since the update of City Code Title 12 – Subdivision Regulations will remove direction on street and right of way standards. The standards from Title 12 are incorporated in to the guidelines. These standards are the same as those currently in the subdivision ordinance and do not change any requirements of developers or builders. A more comprehensive review and update is currently underway and will completed in early 2021. That update will be brought to City Council for approval at that time. RECOMMENDATION Staff recommends that Council adopt a motion approving the attached update to the Engineering Guidelines. MEMORANDUM To: City of Rosemount Engineering Guidelines Distribution Recipients From: Brian Erickson, P.E., Director of Public Works/City Engineer Date: December 15, 2020 Subject: Update to the City of Rosemount Engineering Guidelines Implementation This technical memorandum is a supplement to the City of Rosemount Engineer Guidelines dated February 2008. This memorandum is effective immediately for all developers, builders, and engineers creating final plans and specifications within the City of Rosemount. a. Street intersections with centerline offsets of less than two hundred fifty feet (250') for local street to local street and six hundred sixty feet (660') for local to collector intersections shall not be allowed. b. When connecting street lines of the same street from each other at any point by more than ten degrees (10°), they shall be connected by a curve with a radius adequate to meet Minnesota Department of Transportation (Mn-DOT) adopted sight distance guidelines, and of such greater radii as the engineer shall determine for special cases. c. No street shall intersect any other street at less than seventy-five degrees (75°). d. Street right of way, widths and grades shall meet the following minimum criteria: Notes: 1. ROW dedication, excluding turnaround area may be reduced from sixty (60) to fifty feet (50'), and pavement widths reduced from thirty-two (32) to no less than twenty-eight feet (28') in areas as determined by the city to be environmentally sensitive due to topography, forestation and/or wetlands. 2.
