RECOMMENDED ACTION: Motion to adopt the draft Resolution approving the Charitable
Gambling Premise Permit for Metro Baseball League at The Clover located at 14845 South
Robert Trail.
BACKGROUND
Metro Baseball League (MBL) is requesting consideration for a Charitable Gambling Premise Permit at
The Clover (previously Rudy’s Redeye Grill), 14845 South Robert Trail in Rosemount.
Metro Baseball League has been in existence for 28 years in Minnesota and western Wisconsin. Metro
Baseball League currently holds Gambling Premise Permits in Burnsville, Eagan and Apple Valley. Metro
Baseball League owns Minnesota Baseball Tournaments and runs approximately 380 tournaments
annually. Metro Baseball League donates money to the league to keep costs down for players, uniforms,
balls, umpires and scholarships for kids that cannot afford to pay for baseball. In the attachment, “2019
MBL Recap”; MBL notes the number of Rosemount MBL teams and tournaments in 2019. Due to
COVID-19, there is very little 2020 data to provide. In total, 26 teams from Rosemount participated in
the MBL, and 13 different tournaments were hosted here in 2019.
Metro Baseball League is in the process of submitting their application with the State of Minnesota which
requires approval from the City Council to proceed. Nancy Huber will serve as the gambling manager at
The Clover. The Police Department has conducted the appropriate background check and determined that
there are no issues that would disqualify the applicant from obtaining a gambling license.
Metro Baseball League is aware of city code, 3-7-4; requiring an organization permitted to conduct lawful
gambling within the city shall expend eighty percent (80%) annually of its lawful purpose expenditures on
lawful purposes conducted or located within the city's trade area, which shall include only the city of
Rosemount and any city with a boundary contiguous to Rosemount. Metro Baseball League shall submit
an annual report to the city clerk documenting the expenditures.
RECOMMENDATION
Staff recommends approval of the above-stated motion.

RESOLUTION 2020 -
A RESOLUTION APPROVING A CHARITABLE GAMBLING PREMISE PERMIT FOR
METRO BASEBALL LEAGUE AT THE CLOVER 14845 SOUTH ROBERT TRAIL,
ROSEMOUNT
WHEREAS, the Metro Baseball League has requested a Charitable Gambling Premise Permit at
The Clover, 14845 South Robert Trail in Rosemount; and
WHEREAS, such permits are issued by the Minnesota Gambling Control Board pursuant to
Minnesota Statutes 349.16; and
WHEREAS, Minnesota Statues 349.213, Subd. 2, provides local government approval or
disapproval of such applications prior to issuance of the permits; and
WHEREAS, Metro Baseball League is a qualified organization;
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, hereby
approves the Charitable Gambling Premise Permit application submitted by the Metro Baseball
League to conduct charitable gambling at The Clover, 14845 South Robert Trail, in Rosemount.
ADOPTED this 15th day of December by the City Council of the City of Rosemount.
