HomeMy WebLinkAbout20201201 Work Session Proceedings  CALL TO ORDER  Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, December 1, at 5:00 pm at Rosemount Community Center, Banquet Hall, 13885 South Robert Trail.   Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler, and Freske.  Staff present included City Administrator Martin, Community Development Director Lindquist, Park and Recreation Director Schultz, Chief of Police Dahlstrom, City Engineer/Public Works Director Erickson, Senior Planner Klatt, and Planner Nemcek. Planning Commissioners present included Gretchen Freeman, John Schmisek, Brenda Rivera, Michael Reed, and Brent Marlow. Guest speakers included: Mario Cocchierella, Chief Executive Officer from Maplewood Development, Inc, Clark Wicklund, Civil Engineer with Alliant Engineering, and Leslie Krueger, Vice President of Planning, Space and Real Estate with the University of Minnesota DISCUSSION  2.a. UMore Concept Plan Discussion – Maplewood Development Concept Plan Mario Cocchierella, Chief Executive Officer from Maplewood Development, Inc. was present to provide an overview of the prior and current work of Maplewood Development in the Twin Cities. He reviewed the site plan and made noted areas which differ from the previously approved Newland project. Maplewood’s goal is to start grading for the Amber Fields project in 2021 and have the primary roads built to access the development for construction in 2022. Clark Wicklund, Civil Engineer with Alliant Engineering, spoke about the Amber Fields Master Plan and provided a brief historical overview of the UMore Park land. Leslie Krueger, Vice President of Planning, Space and Real Estate with the University of Minnesota briefly stated that the University is excited about the opportunity to work with Maplewood Development and they are looking forward to proceeding with the proposed project. Krueger explained why the University selected the plot of land for the development to avoid the hot spots of contamination from the land’s past operations. The University is not aware of any pollutants in the area selected for Amber Fields. Council members and Planning Commissioners asked additional questions about the environmental concerns. Commissioner Reed requested that the University and Maplewood Development continue to be transparent in letting people know where the hot spots are and why they are considered hot spots. It was suggested that the University assist in a public meeting that would provide additional information about the contamination and the status of clean up, in the future. Staff discussed the significant process that has occurred over recent years to publicly discuss resident questions on this topic. ADJOURNMENT TO REGULAR COUNCIL MEETING The meeting was adjourned with a motion from Droste, second by Block at 6:32 p.m. to the regular council meeting at the Rosemount City Hall Council Chambers. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 7:49 p.m. with Council Members Block, Freske, Essler and Weisensel. UPDATES Community Development Director Lindquist discussed the potential for extending city utilities to the area between Hwy 3 and Biscayne Avenue, north of 130th St W. The Council indicated they would like additional information about cost, number of lots that have sanitary sewer issues and other relevant data. This will be discussed again at a future worksession ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste second by Weisensel the meeting was unanimously adjourned at 8:25 pm.   Respectfully Submitted,      Jessie Paque Deputy City Clerk
