Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, December 1, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following;
City Administrator Martin
Public Works Director/City Engineer Erickson
Community Development Director Lindquist
Parks & Recreation Director Schultz
Finance Director May
Accounting Supervisor Miller
Accountant Keach
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PUBLIC COMMENT
No public comment.
CONSENT AGENDA
Motion by Weisensel Second by Essler
Motion to approve consent agenda with items g., h. and i. to be removed.

6.g. Receive Donation – Police & Fire Departments
Mayor Droste pulled this item for the opportunity to thank Hawkins Inc. for the donation.
Motion by Droste Second by Block
Motion to approve receipt of a $1,500 donation to the Police Department and a $1,500 donation to the Fire Department from Hawkins, Inc.
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
6.h. 2021 Storm Basin Maintenance, City Project 2021-02: Receive Bids and Award Contract
Mayor Droste pulled this item to have City Engineer/Public Works Director Erickson briefly explain the importance of the stormwater system.
City Engineer/Public Works Director Erickson explained which ponds will be included in the project and what the work will include.
Motion by Essler Second by Weisensel
Motion to Adopt a Resolution Receiving Bids and Awarding Contract for 2021 Storm Basin Maintenance Project, City Project 2021-02
Ayes: Droste, Essler, Freske, Weisensel, Block
Nays: None. Motion carried.
6.i. Review Capital Improvement Plan
Councilmember Freske pulled item so staff can highlight upcoming projects in 2021 and 2022.
City Administrator Martin further discussed the purchases and projects taking place over the next couple of years.
Motion by Freske Second by Block
Motion to adopt the attached 10-year Capital Improvement Plan for 2021-2030.
Ayes: Essler, Freske, Weisensel, Block, Droste
Nays: None. Motion carried.
PUBLIC HEARING
7.a. 2021 Budget
City Administrator Martin presented the City’s Final Operating Budget and the Levy for 2021.
The draft 2021 Budget shows an increase of 2.21% to the operating budget, which results in 3.53% increase in the property tax levy.
Mr. Martin summarized the main expenditures leading to the budget increase within the presentation and presented each departments budget and highlighted any changes. Mr. Martin noted
anyone can view the “Transparency” page on the City’s website which includes up to date details on the current expenditures and budgets.
Councilmember Block thanked staff for working with Council during the COVID-19 Pandemic that resulted in budget constraints.
Mayor Droste opened the public hearing at 7:39 P.M.

Motion by Block Second by Freske
Motion to Adopt a Resolution approving the 2021 General Fund Operating Budget, the 2021 C.I.P. Budgets, the 2021 Insurance Budget, and the 2021 Port Authority Operating Levy and the
2021 Levy required by the City of Rosemount,
Ayes: Essler, Freske, Weisensel, Block, Droste
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
Community Development Director Lindquist promoted the shop local campaign for the upcoming holiday season. Several local Rosemount businesses still have the stuffed bags available. Residents
are encouraged to check the City’s Facebook page for more information.
City Administrator Martin highlighted that Santa may be making an appearance when the City debuts the new Fire Ladder Truck. Watch the City’s Facebook for more information.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Essler the meeting was adjourned at 7:47 pm.
