SUMMARY
At the December worksession, the City Council discussed the potential for a lot split on the property at
2650 130th Street. The issue raised was whether the Council should begin to extend city utilities,
particularly sanitary sewer, to permit hooking up to City services rather than allowing additional rural
residential lots. The property is at the south edge of the cit y interceptor designated to serve the “triangle
area” the neighborhood bounded by Hwy 3, Biscayne Avenue and 130th to the south. The City’s
Comprehensive Sanitary Sewer Plan places this area, along with property to south of 130th and west of
Hwy 3 within the Lan-O-Ken sewershed. Portions of the sewershed are within the MUSA, like the
Harmony neighborhood, and portions north are designated for permanent rural residential in the
Comprehensive Land Use Plan. Other property, like those in the triangle area are designated for
Transitional Residential because of the anticipated need for future public utility extension, rather than
private well and septic.
When discussed in December the Council asked for additional information to assist in deciding whether to
begin extension of public infrastructure. At that time, staff provided potentially three alternatives, do
nothing, extend utilities to 130th, extend utilities further north; into the Blanca neighborhood. The
following provides additional information to assist in decision making.
DISCUSSION
There are 69 properties generally located with this area. Based upon city records, approximately 37 have a
septic system that was constructed in 2000 or after. It is estimated that a septic system generally has a life
of 30 years; although there are always exceptions. The State and Dakota County require pumping of septic
systems on a 3-year cycle to ensure compliance. However, the pumping reports often do not identify non-
compliant systems, only ones where there are significant problems, like surface discharge. Typically, non-
compliance becomes apparent when the property has a pending sale. That compliance inspection provides
better information about the system and whether it meets design requirements. For example, design rules
changed in the mid-90’s requiring three feet of “good” soil. If the system was built prior to 1996, the
compliance inspection requires two feet separation, but many are not meeting that standard and therefore
have a non-compliant system.
Issues often arise when a new system is needed. The lots in this area are smaller for consideration as rural
lots, running from 3.91 acres to .37 acres with the average at 1.37 acres. The sizing limits placement of a
septic and well (with required separation) along with a house, garage, driveway and any other accessory
structures or uses.

In the recent past, due to a higher water table, a mound system is required for the replacement system.
This transfers the entire system above ground to obtain appropria te separation. A mound system is more
costly due to importing of soils and additional labor. A mound system, due to its configuration takes up
more space on the site due to side slopes and would typically cost around $20,000. It is estimated an in-
ground system would cost approximately $15,000.
The consulting engineer has provided some cost estimates for extension of sanitary sewer service into the
triangular neighborhood. The first extension would be approximately $250 ,000-300,000 and would bring
the service up to 130th with some extension along 130th. That price is without easement acquisition costs.
The utility would need to traverse 2655 132nd Court W, north to south, for approximately 490’. The City
would obtain needed easements from the Andersons at 2650 130th Street as part of their lot division
request. That would get the main up to 130th. Staff anticipates running water within the same sanitary
sewer trench, which is estimated at an additional $126,000. The total for the two utilities would be
approximately $425,000.
Staff has verified that there is no intention to pave the roads within the neighborhoods north of 130 th. If
that changes in the future, extension of utilities with road paving makes sense. Further extension into
Bolivia and Blanca roadways is estimated at about $1 million with replacement of aggregate roads.
Extension of sanitary sewer from the north, on 125th , 124th, and Blanca Avenue requires installation of a
lift station and forcemain into the south system. That work is estimated at $1.4 million including the lift
station.
In review of existing Core funds, there appears to be enough funding to permit extension of water and
sanitary sewer to 130th. A full assessment of all projects would need to be made to determine expansion
beyond 130th Street. In reviewing the 132nd Court project, the 2655 property was assessed approximately
$15,000 in supplemental water and sewer connection charges. It wo uld be expected as the utilities were
extended to the north, additional charges to individual lots would occur in the same manner. It would be
expected that the new lot on the Anderson property along with the existing structure be required to hook
up to new public utilities.
RECOMMENDATION
At a previous worksession, staff indicated there were three options the Council could explore relating to
public infrastructure in the triangle area; (a) do nothing, (b) do some extension, or (c) bring in the entire
system as briefly explored in the discussion above.
Staff is recommending exploring extension of sanitary sewer to 130th Street, option B above. The first step
would be to approach the most affected property owner at 2655 132nd Court to determine potential cost
and willingness for easement acquisition. That would allow the City to bring the services closer to the area
that will benefit from sanitary sewer and would permit any new home on the Anderson property to hook
up to city sanitary sewer service.
