REGULAR MEETING PROCEEDINGS
DECEMBER 15, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, December 15, 2020, at 7:00 p.m. virtually via Zoom.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
City Administrator Martin
Community Development Director Lindquist
Parks & Recreation Director Schultz
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
City Administrator Martin pulled item 6.t. from the consent agenda, delaying the item until the
January meeting.
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

6. e. Donation Acceptance and Expenditure – Police Equipment Fund
Councilmember Essler pulled this item to request that staff include both a first and last name for
donations for recognition purposes. City Administrator noted staff will do this with future donations
should the family be accepting of the recognition.
Motion by Essler Second by Freske
Motion to approve the receipt and expenditure of $2500 in donations for the 2020 “Shop
with a Cop” youth enrichment program.

Nays: None. Motion carried.
6. f. 2021 Schedule of Rates and Fees
Councilmember Essler pulled this item for additional information, i.e. how often are fees changed,
how long have these rates been in place, etc.
City Administrator Martin explained a private consultant is hired and runs a full analysis of the fees
by taking into account the staff time. The consultant has done this process for several years and
presents the logic behind the fee recommendations to staff.
Director of Parks & Recreation Schultz elaborated further about the Parks & Recreation fees noting,
the Steeple Center and Ice Arena fees are reviewed annually by the Parks & Recreation Commission.
Mr. Schultz has comparables of these rates that are used for determining the fees and will share
those with the Council.
Councilmember Freske suggested staff communicate effectively the increase of the water and sewer
rates this year and include details about the 10-year plan that was recently approved by the Utility
Commission.

Motion to Adopt a Resolution Setting the 2021 Schedule of Rates and Fees.

6. s. Zoning Ordinance Text Amendment Changing Home Daycares from A Permitted Use
to an Accessory Use in Residential Zoning Districts
Councilmember Block pulled this item for additional information as there are several residents with
in home daycares.
Community Development Director Lindquist provided detail regarding the changes; the status of
licensed child daycare for twelve (12) or fewer persons be changed from a permitted use to an
accessory use, meaning the principal use of the site should remain residential . Ms. Lindquist noted
any existing daycares would be grandfathered in and considered legal nonconformities.
Motion by Block Second by Essler
Motion to Adopt an Ordinance Text Amendment to Sections 11-4-4, 11-4-5, 11-4-6, 11-4-7,
11-4-8, and 11-4-9 of the Zoning Ordinance related to Home Daycares in Residential
Districts.
Ayes: Essler, Freske, Weisensel, Block, Droste
Nays: None. Motion carried.
UNFINISHED BUSINESS
8.a. Community Band Service Agreement
City Administrator Martin presented the main features of the Rosemount Community Band Service
Agreement. The agreement lays out what each entity will provide and the support opportunity for
both.
Mark Enochs and John Zachunke of the Rosemount Community Band were present and thanked
the City for this opportunity.
Motion by Weisensel Second by Essler
Motion to approve the attached Service Agreement with the Rosemount Community Band,
effective January 1, 2021.

NEW BUSINESS
9.a. Case 20-54-TA Subdivision Ordinance Update
Community Development Director introduced the item stating the ordinance is out of date and
needed a full-scale review.
Eric Zweber of WSB Associates, presented a PowerPoint presentation noting the process of
updating an ordinance and elaborated on the proposed updates to be made.
Senior Planner Klatt noted staff received feedback from developers regarding our current ordi nance
and took those comments into consideration when updating the ordinance.

Motion to Approve an Ordinance amending the Rosemount Subdivision Ordinance
Ordinance B-91).
Motion to Adopt a Resolution Authorizing publication of a Summary of an Ordinance
amending Ordinance B-91, the Subdivision Ordinance.
Ayes: Weisensel, Block, Droste, Essler, Freske
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin thanked the Community and Police & Fire department for a fantastic
turnout with Santa over the weekend. Additional staff updates included; three Police Officers will be
introduced to the Council soon, five Fire Fighters have completed training and six new Fire Fighters
begin training in January, and more details to come soon regarding vaccinations for essential service
employees.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings. Mayor Droste also noted
this is the last meeting of the year and thanked staff and first responders for all their work has it has
been a difficult year with a lot of adjustments.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:58 pm.
