ROSEMOUNT CITY COUNCIL
REGULAR MEETING PROCEEDINGS
JANUARY 5, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, January 5, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West.
and virtually via Zoom.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
City Administrator Martin
Community Development Director Lindquist
Parks & Recreation Director Schultz
Chief of Police Dahlstrom
The Pledge of Allegiance was recited.
OATH OF OFFICE
Councilmember Heidi Freske and Jeff Weisensel were sworn in to office.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

6.j. Approval of CDBG Resolution FY2021
Councilmember Essler pulled this item for additional information regarding the $60,000 allocation
and whether it is interchangeable. Community Development Director Lindquist further elaborated
that the $60,000 can be interchanged and noted this allocation discussion takes place with Port
Authority. Ms. Lindquist also noted what has been done in the past and stated if a strong need is
found to amend the fund allocation that an amendment can be done.

6.k. Solid Waste and Composting Ordinance Amendment
Councilmember Essler pulled this item for informational purposes for our residents.
Councilmember Essler encourages residents to recycle. City Administrator Martin informed council
of staff’s discussions on how to encourage recycling through different incentive programs.
Director of Parks & Recreation Schultz provided additional information as to how the city is
engaged with promoting recycling in our parks. Mr. Schultz also noted the Environment and
Sustainability Commission has done a tremendous job with educating residents and engaging
residents on the importance of recycling.

6.l. Charitable Gambling Premise Permit Metro Baseball League
Councilmember Essler pulled this item for further discussion as Councilmember Essler is
recommending amending our current ordinance. Currently, Metro Baseball League does not report
to have spent 80% within Rosemount’s trade area. Councilmember Essler suggests staff start the
process of reviewing our current ordinance to see if the trade area can be confined to the
Rosemount School District to better benefit those of Rosemount.

6.m. Receive Donations to the Fire Department
Councilmember Essler pulled this item for recognition purposes.

Ayes: Freske, Weisensel, Block, Droste, Essler
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin provided staff updates including information for Dakota County vaccine
updates and to stay tuned for further details regarding the upcoming Martin Luther King Jr. Day
event.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was adjourned to a closed meeting at
7:41 p.m.
