WORK SESSION PROCEEDINGS
FEBRUARY 2, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Tuesday, February 2, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street
West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler and
Freske.
Staff present included City Administrator Martin, Community Development Director Lindquist,
GIS Analyst Menza, Chief of Police Dahlstrom, City Engineer/Public Works Director Erickson,
Senior Planner Kyle Klatt.
DISCUSSION
2.a. Technology Task Force
City Administrator Martin discussed the work plan and briefed council on the interviewing process
and the candidates selected to serve on the task force.
Councilmember Freske suggested to view the work plan as a whole before divining into specific
solutions and suggested to include developers on how to develop our future neighborhoods with
tech in mind. Mayor Droste also suggested involving the school to ensure the city is engaged with
the school’s technology plans.
Community Development Director Lindquist proposes starting with small projects for the task force
as a starting point and have the smaller projects be a way to get to know one another.
Councilmember Weisensel noted the feedback the interview panel received from a few of the
candidates was that they were hopeful for direction from the council as to the path the task force
should take.
Councilmember Essler suggested the task force and staff research what other cities have for
technology taskforce or something similar and see what those city’s plans are versus starting from
scratch.
The Technology Task Force will have its first meeting on February 10th and items to be discussed
will be; the city’s current inventory of systems, discuss goals and research what residents need.
Ultimately, the task force will need to determine what a first-class experience is for Rosemount
residents when it comes to technology.
Staff will continue to inform the council of the task force status and will plan to update the council
quarterly on the progress.
UPDATES
3.a. Community Development Project Updates
Community Development Director Lindquist discussed potential upcoming development
opportunities on the east side of Rosemount for possible industrial usage. The potential developer is
highly interested in the area due to its proximity to county road 42 and highway 52. The current

proposal would require a change in land use. Staff will continue to work with the interested party to
gain more information to bring back to council to further discuss.
Community Development Director Lindquist shared the latest details regarding the Israelson
property. Council suggested connecting with Perkins & Will to get input as to whether this proposal
raises any concerns with the City’s vision for that area.
Community Development Director Lindquist requested feedback regarding council’s thoughts on
the City’s current addressing policy. Council directed staff to stay generally consistent with our
current policy, but to work with developers should developers have a specific request for a certain
theme.
Staff has heard back from 45 individuals who have responded “yes” to attending the business
luncheon and staff has already fulfilled the 5 sponsor spots for the upcoming Business Expo in May.
Councilmember Freske requested staff review the City’s ordinance regarding a sidewalk only being
on one side of the street. As the city continues to grow and more people are out walking around,
one sidewalk can be a safety hazed. Staff will review and investigate what other cities do for a
sidewalk policy.
Councilmember Freske gave an update regarding the latest details regarding Leprechaun Days.
Councilmember Block questioned the status of 145th Street and Highway 3 and the status of the
striping.
Councilmember Block asked staff the status of the Dakota County CARES grants for homebased
businesses and if there have been any update from Spectro Alloys and staff responded that the City
expects to hear back from the PCA this spring.
Mayor Droste informed council of the Yellow Ribbon cookoff at Bogarts in Apple Valley, gave an
update on the recent Suicide Awareness event he attended and informed council of his upcoming
meeting with the High School regarding the recent speed limit change.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Block the meeting was unanimously adjourned at 6:50 pm.
