RECOMMENDED ACTION: Motion to authorize the promotion of Aaron Menza to GIS
Coordinator effective March 8, 2021.
BACKGROUND
At the January 5 work session, Council discussed a re-structure of the Public Works Department in
order to address the growing needs of the City and to respond to staff vacancies. Specifically, with the
departure of the PW Coordinator, staff introduced a new concept to the City Council that would
handle the significant GIS and Cartegraph needs within the City. The City Council expressed support
of the proposed re-structure at that time, and staff has been working since then to implement that
proposal.
The first step is proposed to occur now, with the hiring of a newly budgeted GIS / Asset Management
Technician position, which is currently posted with recruitment underway. Along with this hiring is the
recommended promotion of the current GIS Analyst, Aaron Menza, to the position of GIS
Coordinator.
Aaron Menza was hired in March 2017. He has been the sole employee doing GIS work with the
occasional assistance of a summer GIS Intern, and Aaron has done an excellent job for the City. The
City relies heavily on him and he has continued to take on more responsibilities, displaying internal
leadership and innovation, and his background and experience are well-suited for the GIS Coordinator
position.
With the transition of the Public Works Coordinator and the reintroduction of the GIS/Asset
Management Technician position, added expectations and responsibilities have increased to include:
•Primarily responsible for GIS & Asset Management, serving as Administrator for both systems
•Oversees work direction of GIS/Asset Management Technician
• Increased participation and support for programs, budget development, and tracking of data
• Partnership with other staff on citizen response, communication, data analysis / generation
•Provide training and support to staff for the implementation and use of LaserFiche &
Cartegraph within the City
•Prepare appropriate reports, correspondence, spreadsheets and analysis
RECOMMENDATION
Staff is recommending the City Council approve the promotion of Aaron Menza to the GIS
Coordinator position effective March 8, 2021.
