RECOMMENDED ACTION: Motion to accept a donation of 100 dog waste bag holders
from Nickie Carrigan Fitness and the Warehouse.
ISSUE
Resident and local business owner Nickie Carrigan wishes to donate 100 pet waste bag holders to the City
so they could be given out to dog owners as we work to better educate the residents about the importance
of picking up after their pets.
BACKGROUND
Staff from the Parks and Recreation department have had recent discussions with resident and local
business owner Nickie Carrigan about the amount of dog waste not being picked up and disposed of along
trails and in some City parks. After sharing a few ideas on how to have a positive impact on the issue, Ms.
Carrigan decided she would donate 100 pet waste bag holders to the City so they could be given out to dog
owners. Staff plans to roll out an educational campaign about the importance of keeping our parks and
public spaces clean and healthy. By providing the bag holders (and bags), residents will be more likely to
clean up their pet waste and will also be following city code.
Current City code requires that all persons in control of an animal on any park property, public property or
right of way shall have in possession at all times apparatus that can be used for cleaning up feces, or a bag
for proper disposal of feces. The person in control of an animal is responsible for picking up the animal's
feces and disposing of it properly. Failure to properly collect and dispose of animal feces is a violation of
city code.
RECOMMENDATION
Staff is recommending that the City Council accepting the donation of 100 dog waste bag holders from
Nickie Carrigan Fitness and the Warehouse.
