Minutes of the March 16 2021 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 16, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, March 16, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • City Engineer Brian Erickson • Chief of Police Dahlstrom • Community Development Director Lindquist The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Essler Motion to approve consent agenda with items 6. l., 6.m., 6.n., 6. q. and 6.r. removed. a. Bills Listing b. Approve Service Agreement to Remove Residential Irrigation Meters o. 21-05-SMP Request by Eric Ruud for a Minor Subdivision of a Parcel Located at 4357 160th Street East to Create a New Buildable Lot p. Request by Furlong Excavating for renewal of its Small-Scale Mineral Extraction Permit for 2021 q. Joint Powers Agreement – City of Apple Valley, City of Rosemount and Dakota County for Law Enforcement and Community Services Coordinated Response Pilot r. Request by Valley Natural Foods for a Conditional Use Permit to establish a Commercial Bakery At 2500 158th Circle West Councilmember Freske pulled this item to recognize Valley Natural Foods as a new business in Rosemount. Community Development Director Lindquist provided additional details regarding the business, i.e. includes commercial kitchen and will not be open to the public for shopping. Motion by Freske Second by Weisensel Motion to Adopt a Resolution Approving a Conditional Use Permit for a Commercial Bakery in the BP Business Park District at 2500 158th Circle West Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.m. 21-04-FP Request by Tamarack Land Development for Final Plat Approval of Ardan Place Councilmember Freske pulled this item for additional information, i.e. location, lot types. Community Development Director Lindquist confirmed the location of the subdivision will be situated between a new elementary school site to the east, the Meadows of Bloomfield neighborhood to the west, and Union Pacific Railroad right-of-way to the south. The lots will be a combination of single-family homes and townhomes. Motion by Freske Second by Block Motion to adopt a resolution approving the Final Plat for Ardan Place subject to conditions. Motion to approve the Subdivision Agreement for Ardan Place and authorize the Mayor and City Clerk to enter into the agreement. Motion to adopt a Resolution Approving a Minor Amendment to the Ardan Place Planned Unit Development Agreement revising the impervious coverage requirement for certain lots. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 16, 2021 Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. 6.n. Approve Service Agreement to Remove Residential Irrigation Meters Councilmember Essler pulled this item to further discuss as he is not in favor of the agreement due to the $60,000 cost and inconvenience to the homeowners. City Administrator Martin noted this task will need to be completed at some point as the meters become ineffective. Mayor Droste recommended staff be efficient with the process and remove the irrigation meters when the main meters need to be replaced. City Engineer Erickson noted city staff can replace the meters, but the replumbing of the meters will need to be done by a licensed plumber. Councilmember Weisensel noted that the newly formed Technology Taskforce will be tasked with discussing smart meters and the future of having smart meters in residential homes. Councilmembers were in favor with tabling this item until a later date as there is currently not immediacy for action to be taken this evening. Motion by Essler Second by Freske Motion to make a recommendation to table the resolution approving a Service Agreement with LaBrash Plumbing and Heating to remove residential irrigation meters until a later date Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. 6.q. Joint Powers Agreement – City of Apple Valley, City of Rosemount and Dakota County for Law Enforcement and Community Services Coordinated Response Pilot Councilmember Freske pulled this item to provide further information for residents. Chief of Police Dahlstrom provided additional details regarding the Police Department’s increase in “check the welfare” calls for service which can be time consuming calls. Chief Dahlstrom further elaborated on the details of the agreement and noted if this program is successful, the long-term goal would be to remove the tag “pilot project” and have the program be provided by Dakota County. Motion by Freske Second by Block Motion to approve and sign the Joint Powers Agreement between the City of Rosemount, City of Apple Valley, and Dakota County Community Services Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. 6.r. Mutual Aid Agreement – City of Rosemount and City of St. Paul Councilmember Essler pulled this item to provide further information for residents regarding the upcoming trial. Chief of Police Dahlstrom has been highly involved with planning and preparation for any upcoming civil unrest. Chief of Police Dahlstrom further elaborated on the Police Departments primary responsibilities and beyond as there are joint efforts to provide mutual aid. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 16, 2021 Motion by Essler Second by Weisensel Motion to approve and sign the Mutual Aid Agreement between the City and the City of St. Paul Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. NEW BUSINESS 9.a. Request by Rosemount Senior Living Associates for a Planned Unit Development Master Development Plan and Planned Unit Development Final Site and Building Plan to Construct to Construct a 25-Unit Apartment Building City Planner Nemcek provided an overview of the request by Rosemount Senior Living Associates for a Planned Unite Development Agreement to construct a 25-unit apartment building on the site of an existing single family home adjacent to the existing Rosemount Senior Living Facility. Mr. Nemcek noted the city did not have any involvement in the cost of this project. The planning commission approved the request and had concerns regarding the parking. Staff is working on the parking concerns and will work with the developer to offer solutions; i.e. move busing, provide parking regulation signs. Motion by Weisensel Second by Freske Motion to Adopt an Ordinance amending Ordinance B City of Rosemount Zoning Ordinance for the subject property from R1A: Low Density Residential to DT PUD: Downtown Planned Unit Development Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. Motion by Weisensel Second by Block Motion to Adopt a Resolution Approving the Planned Unit Development Master Development Plan for to allow the construction of a 25-unit apartment building at 14370 Cameo Avenue Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 16, 2021 Motion by Weisensel Second by Block Motion to Approve the Planned Unit Development Master Development Plan Agreement for The Rosemount independent living project and Authorize the Mayor and City Clerk to Enter into the Agreement Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided staff updates including the acknowledgement and congratulations to Community Development Director Lindquist on her upcoming retirement, eappointed of Jim Voelker as Assistant Fire Chief, the vendor registration is open for the Home & Business Expo and planning is currently taking place for Leprechaun Days. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
