RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a
professional services agreement with WSB to provide construction management services
for the development of the second phase of the UMore Ballfield Complex in an amount not
to exceed $139,663.
ISSUE
Staff recently received bids for the second phase of the UMore Ballfield project. The second phase of the
project would include two youth softball/baseball fields, dugouts, batting cages, parking lot, landscaping,
scoreboards, and field lighting for all four fields (two new and two existing). WSB has provided the City
with a quote for providing construction services in an amount not to exceed $139,663. WSB was the
original low quoting firm for the design and development of construction documents for this project.
BACKGROUND
The City of Rosemount built phase one of the UMore Ballfields in 2012. The first phase included an
irrigation well, two fields, parking lot and landscaping.
In May of 2020, the City of Rosemount invited the three consulting firms from the City’s consulting pool
for Landscape/Engineering services to provide the City with a quote for creating the necessary plans and
specifications for building the second phase of improvements at the UMore Ball Field Complex. WSB,
ISG and SRF all provided the City with a quote. WSB provided the lowest quote. Staff has also worked
recently with ISG (UMore Dugouts and Flint Hills Park Building) and SRF (Horseshoe Lake Park and
Bella Vista Greenway).
RECOMMENDATION
Staff is recommending City Council approve entering into a professional services agreement with WSB to
provide construction management services for the development of the second phase of the UMore
Ballfield Complex in an amount not to exceed $139,663.
