RECOMMENDED ACTION: Staff is recommending the City Council accept all bids and
award the contract to the low bidder Friedges Landscaping Inc. for the combined base bid,
bid alternate #1 and bid alternate #2 for a total amount of $2,620,387.70.
ISSUE
The Parks and Recreation Department recently put the UMore Ballfield Improvements for Phase 2 of the
project out for public bid. The second phase of the project would include two youth softball/baseball fields,
dugouts, batting cages, parking lot, landscaping, with bid alternate #1 being for score boards on three fields
and bid option number #2 being for field lighting on all four fields. We received bids from 10 contractors.
The funding for the project would come from the three million dollars that we have included in the 2021
Capital Improvement Plan Budget.
Staff is recommending the City Council receive the bids and approve entering into a contract with the low
bidder for the combined base bid, bid alternate #1 and bid alternate #2 for a total amount of $2,620,387.70,
which was submitted by Friedges Landscaping Inc.
This project will start in the spring of 2021 and would be completed in the spring of 2022.
RECOMMENDATION
Staff is recommending the City Council receive the bids and approve entering into a contract with the low
bidder Friedges Landscaping Inc. for the combined base bid, bid alternate #1 and bid alternate #2 for a
total amount of $2,620,387.70.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Thursday, March 18, 2021, and were
opened and read aloud. A total of 10 bids were received. The bids were checked for
mathematical accuracy and tabulated. The Engineer’s Estimate for Base Bid and Alternates was
$2,407,430.00. The bid tabulation indicates the low bidder as Friedges Landscaping, Inc.,
Lakeville, MN in the amount of $2,620,387.70 for Base Bid and Alternates.
We recommend that the City consider these bids and award a contract to Friedges Landscaping,
Inc., based on the results of the bids received.
