ADJOURNMENT 4ROSEN'13LIt .1T EXECUTIVE SUMMARY CITY COUNCIL City Council Regular Meeting: November 20, 2007 AGENDA ITEM: St. Joseph's Church — Schematic Design AGENDA SECTION: Proposal Consent PREPARED BY: Dan Schultz, Parks and Recreation AGENDA NO. 03 Director ATTACHMENTS: Proposal for Architectural Services APPROVED BY: RECOMMENDED ACTION: Motion to approve the attached proposal for Archite;/ural Services for Creating Schematic Designs for Improvements to the Former St. J•-eph's Church. ISSUE During a recent Work Session discussion regarding the public use of the former St.Joseph's Church,staff identified improvements that are needed prior to the City making the building available for public purposes. The attached proposal has been provided by CNH Architects.The proposed project consists of providing schematic design services for upgrading the former St.Joseph's Church to accommodate for public assembly functions. This would include basic renovations to meet accessibility and building codes allowing for the building to meet the standards for public use.The areas of focus will include the following: • Accessibility to all public areas of the building • The addition of handicap accessible restrooms • The replacement of the current mechanical system to heat,cool and provide makeup air • Updating of the main electrical service • The evaluation and reinforcement of the balcony • The identification of any structure or façade repairs to maintain the integrity of the building The schematic design will culminate in a detailed schematic cost estimate for the proposed renovation. BACKGROUND The attached proposal will provide for schematic design services to address these goals including architectural, structural,mechanical, electrical and cost estimating services. Due to the uniqueness of this renovation,staff feels that it is best to review several options and get a relatively specific schematic design developed to be able to provide the accurate cost estimates needed prior to considering the project for a future referendum. Staff feels this up-front work will reduce the effort needed to prepare the construction documents when the project proceeds. The proposal is being presented as a"not-to-exceed maximum price"in case the process goes quicker than anticipated.This will allow the city to save any difference between the proposal and the actual time spent. F SUMMARY Staff would like for the City Council to consider contracting with CNH Architects to provide the schematic design services for the former St.Joseph's School at a cost not to exceed$22,500. Staff proposes paying for the services with approximately$5,000 from a Dakota Electric donation and the remainder from City Council designated funds. This will include basic renovations to meet accessibility and building codes allowing the building to begin to be used. The areas of focus will include the following: 1. Accessibility to all public areas of the building 2. The addition of HC restrooms 3. The replacement of the current mechanical system to heat, cool and provide makeup air 4. Updating of the main electrical service 5. The evaluation and reinforcement of the balcony(if required) 6. The identification of any structure or facade repairs to maintain the integrity of the building. This schematic design will culminate in a detailed schematic cost estimate for the proposed renovation. General: We propose to perform our services in the following parts: Part I-Preliminary Design: Our services for this part of the work consist of a schematic design to establish the preferred approaches for meeting the goals listed above. Services Provided: Our services will include the following: • Review of building and accessibility codes • Schematic site and floor plan options • Refinement of selected floor plan option P:\PROJECTS\2007\O77062\TEXT\CONTRACfS-AE&OWNERWRCHPROP-SCHEMATIC.DOC • Exterior 3D and elevation image sketch of restroom addition • Mechanical design options for new mechanical system and methods of carefully integrating it into the existing building • Electrical service update plan • Structural review of balcony and development of reinforcement options if required • Identification of any miscellaneous building repairs required to maintain the integrity of the building • Up to four meetings with city staff/arts committee • One presentation to the City Council Services Not Provided: Services not provided in this part of the work include: • Construction documents or administration • Design for removal of religious icons is not included. This can be added after clarification from the City Attorney. Part II—Schematic Cost Estimate: This portion of the work includes providing a schematic cost estimate for the work identified in Part I. Services Provided: Our services will include the following: • Detailed schematic cost estimate Fee: For this work,we propose an hourly fee with a maximum of$22,500,plus reimbursable expenses as described below. Our current fee schedule is attached as Addendum A. Agreement: It is assumed that the terms of a standard AIA B 151 Agreement will be followed except as modified in this proposal. The remaining fee is due within 30 days of monthly invoices. Reimbursable Expenses: Reimbursable expenses are estimated to be a total of$300 for this project and will be billed as they occur: • Printing, plotting and copying • Miscellaneous postage, shipping and messenger service • Mileage Schedule: CNH Architects is available to begin this project immediately and complete the described work within approximately 6 weeks of notice to proceed.
