March 22, 2021 Utility Commission Minutes UTILITY COMMISSION REGULAR MEETING MINUTES March 22, 2021 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount was called to order on March 22, 2021, at 5:32 p.m. virtually via Zoom. Commissioner Cahn called meeting to order with Commissioner Demuth, Commissioner Rome, Mayor Droste, City Administrator Martin, Public Works Director/City Engineer Erickson, Stormwater Specialist Byron and Recording Secretary Paque. Guests included; Greg Johnson, future Utility Commissioner. Mr. Johnson’s first meeting will be the April Utility Commission meeting. ADDITIONS OR CORRECTIONS TO AGENDA Public Works Director / City Engineer added an item under New Business to provide an update on the Municipal Separate Storm Sewer System (MS4) permit. AUDIENCE INPUT None APPROVAL OF MINUTES Motion by Demuth Second by Rome Motion to approve the minutes of the February 22, 2021 Utility Commission meeting. Ayes: 3 Nays: 0. Motion carried. PUBLIC HEARINGS None OLD BUSINESS NEW BUSINESS 7.a. Stormwater Rebate Amount Increases Public Works Director/City Engineer Erickson briefly discussed the current stormwater rebate program and the proposed rebate dollar amount increases. Staff has simplified the existing application and will be posting the revamped applications within the next week or two. Staff has an annual deadline of October 1 to allow for staff to inspect projects ahead of the snow season. Stormwater Specialist Byron and Commissioner Demuth discussed the parameters of pond buffers and how a resident would be able to qualify for the rebate. Residents are encouraged to attend the Landscaping for Clean Water workshop for raingardens. Residents who attend the workshops would qualify for an additional rebate, along with the City of Rosemount’s rebate. Motion by Demuth, Second by Rome. Motion to increase stormwater rebate amounts as discussed. Ayes: 3 Nays: 0. Motion carried. 7.b. Stormwater Maintenance Project Discussion Public Works Director/City Engineer Erickson discussed the list of upcoming stormwater maintenance projects. The plan presented to the commission is the Five-Year Pond Maintenance Plan as referenced in item 8.c. Action Item / Issues List. Stormwater Specialist Byron addressed commissioners’ questions about prioritizing specific pond maintenance. Staff will review the budget and rate models over the next couple of months to continue refining the stormwater maintenance plan. 7.c. Existing Water Main Discussion Public Works Director/City Engineer Erickson provided an overview of the age of the City’s water infrastructure. Water lines made of cast iron or galvanized steel are more likely to have a potential of lead in their water lines. Staff will be working on a plan to reach out to residents on the potential of service lines containing lead. Homeowners are responsible for replacing their service lines, which is from the curb stop to the water meter. City Administrator Martin and Public Works Director/City Engineer Erickson recommended drafting a policy if a homeowner finds lead in their services line or internal plumbing. Staff’s goal is to have a policy in place before the State or Federal government imposes one. Staff will provide a brief update at the April meeting. 7.d. Municipal Separate Storm Sewer System (MS4) Permit Update Stormwater Specialist Byron provided an overview of the MS4 permit. The application is due April 15, 2021. Once the State has reviewed the application for completeness, it will be posted for public viewing and comment for 30 days. After all comments are addressed, permit coverage will be extended to the City, and the City will have one year to update its programs to come into compliance with new requirements in the permit. EXECUTIVE DIRECTOR’S REPORT 8.a. City Project Update Public Works Director/City Engineer Erickson provided the Commission with a memo regarding ongoing projects and highlighted various projects. 8.b. Well Pumping Report with 2020 Government Buildings and Parks Water Consumption Public Works Director/City Engineer Erickson presented the current well pumping records and government water consumption. 8.c. Action Item / Issues List i. MET Council Well Assessment Public Works Director / City Engineer Erickson has a meeting with the Met Council on Friday, March 26, 2021. More information will be shared at the April meeting. ii. Smart Meter Update City Council has tabled the removal of second meters due to the cost of the program. Second meters will stay in place until further notice. City Administrator Martin provided an update on the Smart Meters. Staff has been reaching out to suppliers and the Tech Taskforce has been working on the plan as well. iv. Tour of a Water Tower Tour has been postponed until Summer 2021. v. Five-Year Pond Maintenance Plan See item 7.b. Stormwater Maintenance Project Discussion. vi. Water/Stormwater Rebate Update (quarterly) Next update will be at the April 2021 meeting. vii. Smart Well Field An update will be provided at the April 2021 meeting. 8.d.
