ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Information Item. ISSUE Previous discussions with the Council and Port Authority indicated a desire for more information regarding completion of workplan activities. The following highlights some of the project and economic development activities since the last Port Authority meeting. The Morrison: Windows have been installed in the building and siding is going up. Phase 1 drywalling has also started. Staff took a tour of the interior on May 2. Brewery: Work is moving forward with the brewery. They are working with an architect on final designs and will submit plans for review in early summer. Staff is working on an Ordinance Amendment that would allow a farm winery with agricultural production as a use in Business Park zoning. Staff is also working on a summer ground breaking event that would include a brewery tasting. No update on the Dave Schmitz brewery at this time. Israelson property: Staff met with Warren & Luke Israelson regarding the commercial prospects. Warren is planning on submitting a final plat in the upcoming month for both the apartments and a commercial building. They provided the City with renderings of the commercial building and are working with staff on the next steps in the submittal process. Merchants Bank site: Plans have been submitted to split the lot and construct a commercial building for Summit Dental. The first building would be roughly 5,000 square feet. Plans also show a potential second commercial building that would be constructed at a later date for a currently undetermined user. Rec Center: The City Council discussed the Recreation Center at the work session on March 2, and a joint-meeting with the Parks and Rec Commission was held on April 5 to discuss this item. Staff is working on agreements for the operations, financing, and land purchase. A potential private sector partner is currently red-lining a term sheet that would transition into a contract allowing them to operate the rec center. UMore Residential: No new information at this time. CDA Property: Three Letters of Intent were submitted by developers for the CDA residential property on Akron. The CDA will post discussion for the July meeting to discuss LOI submittals. KJ Walk at 2800 145th: The caretaker/community room framing is in progress. Lucky Nutrition: A smoothie shop has begun construction on their downtown location. Origination LLC: Plans in are on hold for a truck load-out building. Speedway: There is a court date for May 25, 2021 which will be the finalizing of the foreclosure of the property. Barring an objection, once this foreclosure is completed, there is a third party to purchase the location. Staff was told it would be re-opened as a gas station, possibly a Shell. Akron: Staff is reaching out to commercial users regarding sites along Akron. Initial outreach has been to C-Store users that would compliment the Rec Center. • Kwik Trip has indicated the interest in the site for a second Rosemount location. Staff met with a Kwik Trip representative at the end of April to discuss next steps. • Staff has been working with a broker from Colliers to attract a grocer or market to the Akron Site. Staff shared renderings of the Commercial Visioning. • Staff has been meeting and reaching out with developers to discuss mixed use and commercial develop for the West side of Akron. • Staff met with the broker for the Akron property in late April. Staff discussed the vision for the area and shared the Commercial Visioning renderings. Staff will be working closely the with the broker to attract end users and development that is consistent with the overall vision. DCTC: Vet tech lab/training center is expected to be complete this week. INDUSTRIAL UMore Industrial site: There is no new information. Biscayne Business Park/ Cerron Commercial Properties: The tenant build out for Valley Natural Foods is in progress. Rosemount Business Park: Discussions continue regarding the Osprey project. the City’s financial consultant has begun work on TIF District documents and the City Council will have a public hearing on the TIF District on May 18. Plans for review are expected this month. Opus Site: No new information. Scannell Project: Staff is reviewing a draft AUAR for the entire project site. Additionally, staff is working to attract a commercial user for the Southwest corner of the site. Kwik Trip expressed interest in having a third location in Rosemount along Highway 52. If commercial is developed with this project, it will most likely be a C-store. OTHER Home and Business Expo: The Expo was held on May 8 at Hope Fieldhouse. There was strong in person turnout and attendance numbers were high. The City booth had a lot of foot traffic and staff unveiled the Commercial Visioning renderings. Feedback was largely positive. State of the City: The SOTC was held in person on May 13th. There was full attendance within the COVID guidelines and the event was live-streamed.
