Minutes of the May 4 2021 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 4, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, May 4, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • Community Development Director Kienberger • Public Works Director/City Engineer Erickson • Chief of Police Dahlstrom • Planner Nemcek The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Freske Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACHKNOWLEDGEMENTS 3.a. Public Service Recognition Week City Administrator highlighted a proclamation naming May 2-8, 2021 Public Service Recognition Week. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Essler Motion to approve consent agenda with item c. pulled for recognition. a. Bills Listing b. Minutes of the April 20, 2021 Regular Meeting Proceedings c. Youth Commission Appointments d. Re-structuring of the Public Works Department e. Authorize 2021 MS4 Scope of Services Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 4, 2021 6.c. Youth Commission Appointments Councilmember Weisensel pulled this item to recognize the individuals being appointed as youth commissioners. Motion by Weisensel Second by Freske Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. PUBLIC HEARING 7.a. Vacation of a Portion of Clark Road and a Portion of a Public Right-of-Way Easement Planner Nemcek provided a brief overview of the Clark Road vacation. Mayor Droste stated that Flint Hills has been a great partner and they recently donated 57 acres for the new recreation facility. Mayor Droste opened the public hearing at 7:13 p.m. No public comment. Motion by Droste Second by Weisensel Motion to close the public hearing at 7:13 p.m. Motion by Essler Second by Block Motion to adopt a resolution approving the vacation of a portion of Clark Road and a portion of public right-of-way easement pursuant to Minnesota Statute §412.851. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. NEW BUSINESS 9.a. Approval of Ordinance Establishing a Mobile Food Unit Ordinance City Administrator provided a brief overview of food trucks within the Rosemount area, including residential areas. Staff has put together an ordinance to help put perimeters, such as permitting, for food trucks in residential, commercial, and industrial areas. Corey Mathisen, 14901 Crandall Ave, expressed concern about the 4-events per property owner as written in the ordinance. Mr. Mathisen explained that they try to keep the food truck in the same spot to build familiarity. Motion by Essler Second by Block Motion to adopt Ordinance-X Establishing a Mobile Food Unit Ordinance ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 4, 2021 Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator provided an event update on the Home and Business Expo on May 8th, 2021. State of the City Address will be held on Thursday, May 13th, 2021at the Rosemount Community Center. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:43 p.m. Respectfully submitted, Jessie Paque Deputy City Clerk
