ISSUE
The Parks and Recreation Commission recently discussed the topic of dog parks and there was a question
about residents using the Dakota Woods Dog park. There are currently 324 Rosemount residents who
have a season pass to the park that is located on Blaine Avenue just south of County Road 46.
Based on the discussions with other nearby communities staff recommends we follow local best practices
for developing off leash dog parks. The best practices would include:
• Having a large (minimum 4 acres) secured space for the dogs
• Providing a variety natural sources on the site
• Have convenient parking
• Include some seating areas
• Provide good accessibility
• Expect that people will drive to get to the off leash area
• Consider having small dog and large dog areas
BACKGROUND
One topic that is present in the City Council goals is to increase the areas in Rosemount where dogs can be
off leash. Currently dogs are allowed on a seasonal basis in the hockey rinks with boards that have a grass
surface. These rinks are located at Jaycee and Bloomfield Parks. Fencing is added each spring to fully
enclose the rinks. Another near by option for dog owners is the dog park that is operated by Dakota
County that is located on Blaine Avenue which is called Dakota Woods Dog Park.
RECOMENATIONS
Following a discussion about the proposed best practices, staff will share some ideas about additional off
leash areas in Rosemount on property currently owned by the City.
