HomeMy WebLinkAbout20210420 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 20, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, April 20, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • Director of Parks & Recreation Schultz • Senior Planner Klatt • City Engineer Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Recognition – City of Rosemount Volunteers City Administrator Martin recognized all of Rosemount’s volunteers and thanked the volunteers for their dedicated service. Mayor Droste read the proclamation. 3.b. Arbor Day Proclamation Director of Parks & Recreation Schultz provided information about Arbor Day on May 1st. Mr. Schultz noted several different trees will be available at the tree giveaway which will take place at the Public Works Building. Mayor Droste read the proclamation. Motion by Weisensel Second by Block Motion to proclaim May 1st as Arbor Day Ayes: 5. Nays: None. Motion carried. Motion carried. 6.d. Receive donation – Parks & Recreation Councilmember Weisensel pulled this item for recognition. Dakota Electric continues to donate $500 for Arbor Days to assist with the purchasing of the trees. Motion by Weisensel Second by Block Motion to approve receiving the following donation: $500 from Dakota Electric for the annual Arbor Day event. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.i. Case 21-10-CP City of Rosemount Comprehensive Plan Amendment for UMore Phase One Development Area South and West of DCTC Councilmember Weisensel pulled this item for additional information. Mr. Klatt, Senior Planner, further elaborated on the proposal that will encompass the first phase of planned development within the UMore property. The proposed amendments are being brought forward by staff (due to the time required to process a land use amendment), in advance of a request for platting and zoning approvals by Maplewood Development for the first stage of development within the property owned by the University of Minnesota. The primary element of the proposed amendment is the creation of a new MUR Mixed-Use Residential land use category with a planned density range of 2.5 to 8 units per acre. This land use ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 20, 2021 would replace all existing LDR- Low Density Residential and MDR-Medium Density Residential land use. The Planning Commission reviewed the Comprehensive Plan Amendment request and conducted a public hearing concerning this matter on March 30, 2021 and have not received any comments to date. Councilmember Weisensel noted approving this would allow the City to speed up developing at this site. Mr. Klatt noted the City Council’s approval would be conditional upon final approval by the Metropolitan Council. Motion by Weisensel Second by Freske Motion to adopt a resolution approving amendments to the 2040 Rosemont Comprehensive Plan to add a new MUR – Mixed Use Residential land use category to the Future Land Use Plan and make amendments to the land use plan for approximately 500 acres within the north-central portion of the UMore property including a minor expansion of the 2030 MUSA as depicted on the proposed amendment map Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. PUBLIC HEARINGS 7.a. 2021 Street Improvement Project, City Project 2021-01, Assessment Hearing and Adopt Assessment Roll Mr. Erickson, Director of Public Works/City Engineer, presented an overview and provided additional information regarding the 2021 Street Improvement Project. The proposed project is to consist of an asphalt mill and overlay and/or reclamation on several streets in the southwest area of Rosemount and a few streets north of County Road 42 and east of Shannon Parkway. Mr. Erickson discussed the project and assessment costs and the timeline of the project. Staff hosted a neighborhood meeting where residents could ask questions regarding the project. Several questions were asked regarding the assessment process and the timeline of construction. Councilmember Weisensel requested additional data regarding the life of these streets and if these streets have extended beyond their expected life. Councilmember Essler requested in the future to have a breakdown on the assessment amount. Mayor Droste opened the public hearing at 7:38 p.m. Molly Schneider 4196 157th Street Molly had a question regarding whether irrigation heads would be replaced or repaired if damaged during the construction process. Mr. Erickson said additional communication will be coming soon regarding irrigation heads. Per City Ordinance, the property owner is responsible for the cost of repairing or the value of damage to any facilities in the right- of-way. Mr. Erickson encouraged property owners to mark where their sprinklers are located to assist the contractors in doing their best to avoid those areas. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 20, 2021 Councilmembers suggested the ordinance detailing irrigation systems in the right of way be reviewed at a future work session as there are several residents that have irrigation heads within the right of way. Councilmember suggested staff reach out to other cities to get additional information on other cities handle this matter. Motion by Droste Second by Weisensel Motion to close the public hearing at 7:47 p.m. Motion by Freske Second by Block Motion to Hold Public Hearing on Assessments and Adopt a Resolution Approving the Assessment Roll for the 2021 Street Improvement Project, City Project 2021-01 Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided staff updates including; introduction of Adam Kienberger as the new City Community Development Director and the status of the signal light project at Akron Avenue and County Road 42. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. Mayor Droste also encourage residents to sign up for the Mayor’s Water Challenge online.
