SPECIAL MEETING PROCEEDINGS
MARCH 16, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority and
Planning Commission was held on March 16, 2021, at 5:30 p.m. in the City Hall Council Chambers,
2875 145th Street West and virtually via Zoom.
Chair Weisensel called the meeting to order with Port Authority Commissioners Droste, Block,
Ober, Essler Wolf in attendance. Planning Commissioners present included Kenninger, Reed and
Schmisek. Staff present included Executive Director Martin, Deputy Director Lindquist, Economic
Development Coordinator Van Oss and City Clerk Fasbender.
Commissioner Heidi Freske arrived at 5:40 p.m. Not present, Planning Commissioner Marlow &
Freeman.
The Pledge of Allegiance was recited.

Motion to Adopt the Agenda.

OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Eric Van Oss briefly noted a few project updates; The Clover
ribbon cutting, the brewery project submitted a letter of interest, the Schmitz Brewery intends to
break ground in July and things are moving forward with the old Speedway building.
Commissioner Block asked how the Home & Business Expo intends to follow COVID guidelines.
Mr. Martin discussed the plan and noted Hope Fieldhouse was chosen for the venue for its size and
the capabilities to safely handle the event.
4.b. Commercial Visioning Project Presentation
The Planning Commissioners joined the meeting online (Commissioner Marlow & Freeman were
absent). Economic Development Coordinator Eric Van Oss introduced the final commercial
visioning project finalized by Perkins & Will.

First discussed was the County Road 42/Akron Avenue area. Commissioners suggested to lead with
this area in the brochure, showcase the outdoor pool, include the stoplight at the intersection, and
to show the expansion of the rec center.
Next discussed was the area to the east of highway 3 and county road 42 intersection.
Commissioners commented on including the trail way connection.
The next steps for Perkins & Will is to do some aerial footage of the Akron Site and have the
footage available this spring/summer for additional marketing.
Commissioner Reed questioned the plan on how to share this with the public. Mr. Martin stated
staff is creating a communication plan, but also the Home & Business Expo and Leprechaun Days
are good opportunities to share with the public. Also suggested was to have a table set up where the
public could provide input as to what their preference is to have in certain areas and to invest in a
high-level marketing plan to show the renderings of what these areas could be.
NEW BUSINESS
5.a. Approval of Open to Business JPA
The City has participated in the Open to Business (OTB) program for several years. The agreement
is like past years; however, staff is now moving to a one-year contract versus a 3-year contract. Our
County OTB Representative will attend a future Port Authority meeting to introduce herself as well
as provide additional information regarding the program.

Motion to Approve Joint Powers Agreement between Dakota County CDA and the City of
Rosemount relating to Open to Business Program
Ayes: Block, Ober, Weisensel, Essler, Wolf, Freske, Droste

CHAIRPERSON’S REPORT
6.a. Five Economic Trends to Watch in 2021, JP Morgan Chase Analysis
Chairperson Weisensel provided an article regarding the “Five Economic Trends to Watch in 2021”
from JP Morgan and noted the trends are somewhat positive for 2021.

Commissioners thanked Kim Lindquist for her years of service as tonight is her final Port Authority
meeting as she retires on March 18th.

There being no further business to come before the Port Authority and upon a motion the meeting
was unanimously adjourned at 6:45 p.m.
