HomeMy WebLinkAbout20210518 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 18, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, May 18, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Councilmember Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • Community Development Director Kienberger • Economic Development Coordinator Van Oss The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACHKNOWLEDGEMENTS 3.a. Proclamation of National Public Works Week and Recognition of Public Works Mayor Droste declared May 16-22, 2021 as National Public Works Week in Rosemount. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Freske Motion to approve consent agenda item 6.g. removed a. Bills Listing b. Minutes of the May 4 2021 Regular Meeting Proceedings c. Minutes of the May 4 2021 Work Session Proceedings d. Receive Donation – Parks & Recreation Dept. e. Declaration of Surplus Property – Parks and Recreation Dept. f. Expenditure Approval from the Donation Account – Parks & Recreation Dept. g. Youth Commission Appointments h. SKB Expansion Environmental Assessment Worksheet (EAW) Response to Comments, Findings of Fact, and Record of Decision ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 18, 2021 Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. 6.g. Youth Commission Appointments Councilmember Weisensel pulled this item for recognition of the new youth commissioners. Motion by Weisensel Second by Block Motion to Appoint Miana Rhoades and Jayita Burman to the Youth Commission Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. PUBLIC HEARING 7.a. Approval of Resolution Adopting a Modification to the Development Program for Development District No. 1 and Approving a Tax Increment Financing Plan for the Osprey Tax Increment Financing District Economic Development Coordinator, Eric Van Oss summarized that staff is working with representatives from Seefried Industrial Properties LLC to develop an industrial logistics facility in the Business Park, i.e. the need to extend Boulder Trail to State Highway 3 to accommodate increased truck traffic and facilitate future development. Rebecca Kurtz of Ehlers presented a PowerPoint presentation further explaining the potential public financial assistance to facilitate the development project as the project could not move forward without some public assistance to construct the road extension and reimburse the developer for a portion of the ROW costs. Mayor Droste opened the public hearing at 7:13 p.m. No public comment. Motion by Droste Second by Weisensel Motion to close the public hearing at 7:14 p.m. Ayes: 5. Nays: None. Motion carried. Both the Port Authority and City Council will be asked to consider approval of the TIF Agreement at a later date. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 18, 2021 Motion by Weisensel Second by Essler Motion to approve a resolution adopting a modification to the development program for Development District No. 1 and approving a Tax Increment Financing Plan for the Osprey Tax Increment Financing District. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. NEW BUSINESS 9.a. Request by Susan Stein for a Minor Subdivision and Rezoning Community Development Director Kienberger provided an overview of the applicant request to subdivide an existing 18.37-acre parcel at 3820 120th Street West into three lots within a new subdivision; Dancing Waters and seeking to rezone the property from its current designation of AG – Agriculture to RR – Rural Residential. The Planning Commission held a public hearing and staff recommended approval subject to conditions. The applicant was present and thanked city staff for the work completed thus far. The applicant also recapped the stormwater trunk area charges for 6.5 acres were deferred until the southern portion of that plat develops and noted the total stormwater fee to be collected for this subdivision is $11,655 and a check would be submitted once the closing is complete. Motion by Essler Second by Block Motion to adopt an ordinance rezoning the subject property from AG-Agricultural to RR- Rural Residential Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. Motion by Essler Second by Block Motion to adopt a resolution approving a Minor Subdivision for Dancing Waters, subject to conditions. Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator provided the following staff updates; thanked all those who attended the Rosemount Home & Business Expo and the City continues to follow guidelines for the state regarding mask policies.
