RECOMMENDED ACTION: Receive presentation from State and Federal partners and
provide additional discussion or direction.
BACKGROUND
As a part of the June 2020 notice of violation given to Spectro Alloys, staff has continued to work with
our Federal and State partners to understand the situation and to support their work however necessary.
Air quality enforcement is not within the City’s regulatory purview, so this investigation and subsequent
enforcement action has been completely led by the Federal Environmental Protection Agency as well as
the Minnesota Pollution Control Agency.
Now that the enforcement and settlement process has been completed, our partners at the EPA / PCA
are able to fully discuss the situation. They will be on hand to present an overview of the investigation and
their findings to the Council and Environment & Sustainability Commission, and will also respond to
questions of the groups.

Receive report and provide feedback.
