HomeMy WebLinkAbout20210601 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS June 1, 2021 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held th thonTuesday, May 4, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145 Street West. Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler and Freske. Staff present included City Administrator Martin, Community Development Director Kienberger, Chief of Police Dahlstrom, Director of Parks & Recreation Director Schultz and Assistant City Administrator Foster. DISCUSSION 2.a. Utilization of American Rescue Plan Act Funds City Administrator Martin summarized that Congress recently authorized the American Rescue Plan ARP) Act which created the Coronavirus State and Local Recovery Fund. Based upon current formulas, the City anticipates receiving $2.87 million in funding. All funding needs to be utilized by December 31, 2024. Mr. Martin further discussed the possible funding categories allowed in the program and requested feedback from City Council asguidance on how to move forward. Items brought forward to consider for funding; Water Treatment Plant, extension of water & sewer utilities, broadband expansion projects, and assisting businesses/people who struggled due to Coronavirus. Councilmembers discussed once the allocation is agreed upon a message ofwhy the City isspending the funds needs to be created and shared to the public. Council also directed staff to pursue utilization of the funds that benefits the broad population of the community, rather than individualized neighborhoods. Staff will continue to investigate options on how to utilize these funds and will bring forward to Council once more information is received. UPDATES 3.a. Project Updates City Administrator Martin presented a draft policy for flexible work arrangements going forward for staff. The policy will fit into three different buckets; flextime (different start/end times), compressed schedule and telework schedule. Councilmember shared input and were in support of the overall concept of the policy. stStaffwillcontinuetofinalizethepolicyandintendstoimplementthepolicystartingJuly1. Other project updates included; updating the balcony fire code and staff recommends adopting language similar to what Apple Valley has adopted. Mr. Martin also discussed the latest news regarding the rec center; including the mutual agreement deal points and the residential benefits to utilize the facility. Staff hopes toprovide further updates to council regarding the rec center status at a council meeting later this summer. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS June 1, 2021 Councilmembers provided updates including the following; Councilmember Block noted the Minnesota Valley Transit Authority is offering transportation opportunities for special events within the community. Councilmember Freske provided the latest updates for Leprechaun Days and discussed possible dates for Council Out & About. Councilmember Essler requested staff review the City’smetrics for senior housing to see where Rosemount currently stands. Councilmember Weisensel noted the National League of Cities (NLC) Spring Conference recently took place virtually and provided resources from the conference. Councilmember Weisensel also noted the NLC fall conference will be in person in Minnesota and the League of Minnesota Cities Conference isin June and virtual. Mayor Droste mentioned the Met Council should be releasing the 2020 census numbers in the next few months. ADJOURNMENT There being no further business to come before the City Council and upon a motion byDroste, second by Weisensel, the meeting was unanimously adjourned at 6:47 pm.
