HomeMy WebLinkAbout4.a. 20210426 UC Minutes UTILITY COMMISSION REGULAR MEETING MINUTES April 26, 2021 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount was called to order on April 26, 2021, at 5:31 p.m. virtually via Zoom. Meeting was called to order with Commissioners Demuth, Rome, and Johnson, Mayor Droste, City Administrator Martin, Public Works Director/City Engineer Erickson, Stormwater Specialist Byron and Recording Secretary Paque. Guests included: Bill Alms, Water Resources Engineer with WSB Engineering ANNUAL MEETING 2.a. Issuance of Oath – Greg Johnson Mayor Droste administered the oath. 2.b. Elect New Commission Chair Commissioner Demuth nominated Commissioner Rome as the next Chair. Motion by Demuth, Second by Johnson Motion to select Commissioner Rome as the new Commission Chair. Ayes: 3. Nays: 0. Motion carried. ADDITIONS OR CORRECTIONS TO AGENDA AUDIENCE INPUT None APPROVAL OF MINUTES Motion by Demuth Second by Rome Motion to approve the minutes of the March 22, 2021 Utility Commission meeting. Ayes: 3. Nays: 0. Motion carried. PUBLIC HEARINGS None OLD BUSINESS 7.a. MCES Water Efficiency Grant Update Public Works Director/City Engineer Erickson provided an update to the commission on the first quarter of 2021 rebate activity. Mayor Droste requested that rebate material be available at the Arbor Day celebration and the Rosemount Business Expo. NEW BUSINESS 8.a. 2020 Water Quality Monitoring Program Public Works Director/City Engineer Erickson introduced Bill Alms, Water Resources Engineer with WSB. Mr. Alms briefly summarized the water quality monitoring program and the Rosemount Water Quality Report. The commission discussed the pumping options for the ponds mentioned of concern. 8.b. Municipal Separate Storm Sewer System Scope of Services Public Works Director/City Engineer Erickson provided a brief update on the Municipal Separate Storm Sewer System (MS4) Permit. Storm Water Specialist Byron explained the pond inspection process per the permit requirements. Commissioner Demuth discussed with staff the water sampling at Wachter Pond and Birger Pond. Birger Pond is on the list to be inspected this coming fall 2021. Motion by Johnson Second by Demuth Motion to recommend City Council Approve the 2021 Municipal Separate Storm Sewer System (MS4) Scope of Professional Services. Ayes: 3. Nays: 0. Motion carried. 8.c. 2020 Consumer Confidence Report Public Works Director/City Engineer Erickson provided an overview of the 2020 Consumer Confidence Report. In 2019, the City of Rosemount had an elevated level of manganese. The City has discontinued using the well that has the high levels of manganese. There are no items of concern in the 2020 Consumer Confidence Report. EXECUTIVE DIRECTOR’S REPORT 9.a. City Project Update Public Works Director/City Engineer Erickson provided the Commission with a memo regarding ongoing projects and highlighted various projects. 9.b. Well Pumping Report Public Works Director/City Engineer Erickson presented the current well pumping records. 9.c. Action Item / Issues List i. MET Council Well Assessment Public Works Director / City Engineer Erickson has met with Brian Davis at the Met Council several times since the March meeting. More information will be shared at the June meeting. ii. Smart Meter Update Staff had a virtual meeting with Core & Main. Staff will be meeting with Core and Main again in two weeks to discuss an advanced metering system. iv. Tour of a Water Tower Tour has been postponed until Summer 2021. vi. Water/Stormwater Rebate Update (quarterly) See item 7.a. 8.d. Set Meeting Agenda for June 28, 2021 The May 24, 2021 Utility Commission meeting will be canceled due to staff schedules. Commissioners requested that the following items be added to the next agenda:  If the agenda is not full, the commission requested to have the Met Council Tool presented.
