Director of Public Works AGENDA NO. 7.c. / City Engineer ATTACHMENTS: MCES 2022 Municipal Wasterwater Charge APPROVED BY: BLE RECOMMENDED ACTION: None, informational only BACKGROUND The City of Rosemount has a sanitary sewer collection system that is connected into the Metropolitan Council Environmental Services (MCES) interceptor and treatment system. As a part of the regional wastewater treatment system the MCES reviews the annual flow from each community and sets the billing rate for the upcoming calendar year. The attached sheet provides the MCES’s proposed annual rate for the City of Rosemount showing an increase of approximately $230,000 or 18% from the 2021 billing. DISCUSSION The MCES collection and treatment system uses as service fee for each of the communities within the metropolitan treatment area. Billing for each community is based on each community’s flow as a portion of the total regional flow. That percentage is then used to establish the billing based on the MCES wastewater charges for the region. Since the flow changes annually based on growth, inflow/infiltration (I/I) and water conservation, the annual charge can fluctuate. Additionally, as cities with a traditionally higher I/I correct those problems their portion of the total flow can drop, thus resulting in other communities accounting for a higher flow proportion. Staff will be discussing these charges and in the near future will present the 2022 Sanitary Sewer budget which will need to account for this increase in charges.
