Minutes of the June 15 2021 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 15, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 15, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin, Community Development Director Kienberger, and Economic Development Coordinator Van Oss The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Essler Second by Freske Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACHKNOWLEDGEMENTS 3.a. Proclamation – Small Cities Month City Administrator Martin and Council member Weisensel presented the proclamation declaring June 2021 Small Cities month. Motion by Essler Second by Weisensel Motion to proclaim June 2021 as Small Cities Month in the City of Rosemount. Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Block Motion to approve consent agenda a. Bills Listing b. Minutes of the June 1 2021 Work Session Proceedings c. Minutes of the June 1 2021 Regular Meeting Proceedings d. Termination of Local Emergency Order ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 15, 2021 e. 2021 3.2% Liquor License Renewals f. On-Sale License on Public Premise g. Outdoor Music and Liquor – American Legion h. Expenditure Approval from the Donation Account – Parks & Recreation Department i. Expenditure Approval from the Donation Account – Fire Department j. Minor Subdivision to Split 20 Acres from an 80 Acre Parcel k. Request by Cooper Creak Development for Final Plat Approval to construct Dunmore 3rd Addition l. Connemara Trail, City Project 2018-09: Approve Change Order 1 Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. NEW BUSINESS 9.a. Hiring of Finance Director City Administrator Martin briefly introduced the new Finance Director, Teah Malecha. Finance Director Malecha will be starting on Monday, June 21, 2021. Motion by Block Second by Freske Motion to approve the hiring of Teach Malecha for the position of Finance Director. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. 9.b. Request by Irish Property LLC for Minor Subdivision, PUD Major Amendment, and Site Plan Approval to Allow Construction of a 4,965 Square Foot Dental Office Building at 15055 Chippendale Ave. Economic Development Coordinator provided a brief overview of the project and the landscaping plan. Nick and Kristin Nelson, business & property owners of Summit Dental, stated that the current timeline of completion would be end of 2021. Motion by Block Second by Freske Motion to approve the minor subdivision of the existing Lot 2 Block 1, McNamara Second Addition, subject to the following condition: 1. All easements as required by the City of Rosemount shall be included on the final plat. 2. Provide a two-foot trail, Drainage and Utility easement to Dakota County for snow storage. Ayes: Essler, Freske, Weisensel, Block, Droste, Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 15, 2021 Motion by Block Second by Essler Motion to approve the PUD Major Amendment, Site Plan and building design review for Irish Property LLC to allow the construction of a of a 4,965 Square Foot Dental Office Building at 15055 Chippendale Ave, subject to the following conditions: 1. A landscape surety for 110% of the site landscaping is required. 2. Conformance with all conditions of the City Engineer as outlined in the memo dated May 20, 2021 prior to issuance of a building permit, including compliance with the stormwater standards and removal of the spillways. 3. Review and approval of the trash enclosure by City staff, including use of complementary materials to the principal structure. 4. Execution of a maintenance agreement between the two parcels within the minor subdivision concerning the shared storm water management infrastructure (including pipes and storm water retention areas). Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin had no further updates for council. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
