JUNE 15, 2021
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability
Commission of the City of Rosemount was called to order on June 15, 2021, at 5:30 p.m. via Go To
Meeting.
Attendees included: Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman and
Commissioners Renee Burman, Katie Koch-Laveen, Kristen Andrews, Erin Delaney, Tina Angerer,
and Taylor Sutton.
Staff present included the following;
Public Works Director/City Engineer Erickson and Stormwater Specialist Byron

CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability
Commission of the City of Rosemount was called to order on June 29, 2021, at 5:41 p.m. in the
Upper Conference Room, City Hall, 2875 145th Street West, Rosemount.
Attendees included: Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman and
Commissioners Katie Koch-Laveen, Kristen Andrews, Tina Angerer, Erin Delaney and Taylor
Sutton. Commissioner Renee Burman was absent.

DISCUSSION
The ESC Outreach & Education for 2021 were approved at the December Commission Meeting. Some
outreach items have been assigned to specific commissioners for completion, such as some of the blog
posts. The intent of this item is to review the calendar for updates and share ideas. Highlights are below:
1. The ESC will be staffing abooth at Leprechaun Days on July 23and July 24. – Taylor & Tina
captaining event

The ESC Goals for 2021 were approved atthe November Commission Meeting. Goal captains have been
assigned tooverseeing and reporting on each goal. The intent of this item is to allow commissioners to
provide updates on goal progress and share ideas. Below is a list ofcommissioner goal assignments:

DISCUSSION
The Technology Task Force was created in 2021 to help inform City Council and staff on technology
options to improve city operations and quality of life in the City of Rosemount. The Task Force has
expressed an interest in exploring programs, policies, and regulations that would encourage adoption of
electric vehicles as a mode of transportation in the City. The Task Force is hoping to form a partnership
with the Environment and Sustainability Commission to explore the issue. A partnership on electric
vehicle programs would fit inwith Goals 2 and 5 adopted bythe ESC for 2021.

DISCUSSION
As part of the recent actions between the U.S Environmental Protection Agency (EPA), Minnesota
Pollution Control Agency (MPCA) and Spectro Alloys, it isrecommended that the Environment and
Sustainability Commission (ESC) begin aresearch and education process to better understand air quality
regulation. This process would allow for members ofEPA and MPCA to provide background and
education on the regulatory process and how that not only affects communities, but how communities are
notified. Staff will also arrange for opportunities to tour some local industries in order to better
understand how these industries are seeking to comply with regulations as well as allow for a better
understanding of local industries. The end result of the process would be a commission that is able to
understand how federal and state statutes and regulations are applied and how the community can be
involved in the process. Additionally, it would provide a group of citizens that are able to assist other
members of the community have their questions and concerns answered.
Staff will bereaching out tothe above-mentioned groups in an effort to begin scheduling this work. The
goal will be to conduct these meeting during a regularly scheduled ESC meeting; however, there is a
possibility that other times may be needed.

DISCUSSION
No Mow May is a campaign to encourage residents to pause mowing during the month of May in order to
aid inpollinator conservation. The month of May can be a critical time for pollinators that need tofind
food after waking up from hibernation. Not only does the campaign seek to educate residents and change
behavior, but also often requires updates to ordinances involving mowing requirements for the month of
May. Some City Council Members were approached by anoutside group to consider the matter. The City
is requesting that the ESC research the issue and report back later this year with recommendations.
