UTILITY COMMISSION
REGULAR MEETING MINUTES
June 22, 2020
CALL TO ORDER
Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount
was called to order on June 22, 2020, at 5:30 p.m. virtually via Zoom.
Commissioner Cahn called meeting to order with Commissioners Demuth and Rome, Mayor Droste, City
Administrator Martin, and Public Works Director/City Engineer Erickson.

Motion by Cahn Second by Rome
Motion to approve the minutes of the May 18, 2020 Utility Commission meeting.

OLD BUSINESS
6.a. Utility Commission Ordinance Change
Public Works Director/City Engineer Erickson updated the commission regarding the recommended
ordinance changes to Chapter 4 – Public Utility Commission of the Rosemount City Code. After reviewing
the recommended changes the Commission discussed them. The Commission requested that the deletion
paragraph 2-4-4 B. 2. be reworded such that a review is performed only if there is a recommended change to
any of the comprehensive utility plans. Erickson agreed to make this change.
NEW BUSINESS
7.a. 2019 Drinking Water Report
Erickson presented the annual drinking water report that is required by the Minnesota Department of
Health. As discussed during the council work session earlier in June, additional information regarding
manganese testing results was added to the report.
Commissioner Demuth asked for additional information regarding the E. coli results which showed two
positive results. Erickson explained that once a positive result is reported four additional tests are taken for
each positive and if those results are negative no additional reporting of notice is required. In each case the
follow up testing results were negative.
Demuth also suggested additional information be included in the report. This included a paragraph
regarding manganese, a link to the City of Rosemount water efficiency grant weblink, information about the
Dakota County hazardous material disposal site, and information on the hardness of city water.
7.b. Water Treatment Plant Update
Erickson presented an overview of the planned water treatment plant. Currently the water rates have been
set anticipating construction of water treatment plant in the near future. Erickson has been working with a
consultant regarding improvements to address manganese as well as preliminary planning for water system
upgrades including the construction of a treatment plant. Erickson will provide updates on the planning
process as proceeds.
7.c. Smart Meters Update
Erickson provided a brief update on a smart meter program. City Administrator Martin and Erickson met
earlier this year with a vendor to discuss the possibility of updating the existing meters to newer versions
which provide enhanced usage information. Erickson said at this time that the ability of staff to move this
program along in the planning process is limited due a vacancy in the Public Works Coordinator position.
Additionally, there are further issues to be resolved including the ability to synchronize data with the utility
billing software and Cartegraph.
EXECUTIVE DIRECTOR’S REPORT
8.a. City Project Update
Public Works Director/City Engineer Erickson provided the Commission with a memo regarding ongoing
projects and answered questions.
8.b. Well Pumping Report
Public Works Director/City Engineer Erickson presented the current well pumping records and noted that
Well 7 has been minimally used since results from Minnesota Department of Health on UCMR-4.
9.f. Set Meeting Agenda for July 27, 2020
