REGULAR MEETING MINUTES
March 16, 2021
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability
Commission of the City of Rosemount was called to order on March 16, 2021, at 5:3 0 p.m. via Go
To Meeting.
Attendees included: Commission Chair Kim Ciresi , and Commissioners Renee Burman, Katie
Koch-Laveen, Tina Angerer, and Kristen Andrews. Vice-Chair Victoria Schlautman and Erin
Delaney was absent.
Staff present included the following;
- Public Works Director/City Engineer Erickson, Stormwater Specialist Byron, and
Planner Nemcek
Guests present include the following;
- Roxy Robertson with WSB and Taylor Sutton, Youth Commission Member. Sutton’s
first official meeting will be the April meeting.
ADDITIONS OR CORRECTIONS TO AGENDA
Commission Chair Ciresi moved item 4.a. ahead of Approval of Minutes.
APPROVAL OF MINUTES
Motion by Angerer Second by Koch-Laveen
Motion to approve the minutes of the February 1 6 , 202 1 Environment and Sustainability
Commission meetings with the changes to attendees.
Ayes: 5.
Nays: 0. Motion carried.
PRESENTATIONS
4.a. Comprehensive Wetland Management Plan Presentation by Community Development
and WSB
Roxy Robertson with WSB provided a brief presentation on the City’s Comprehensive Wetland
Management Plan (CWMP). The plan was originally adopted in 1998. Since then, there has only
been five updates – the last one being in 2013.
The key changes to the plan include; updated we tland inventory map, moved language to the
Wetland Overlay District ordinance, buffer zones, Wetland Replacement Siting and Performance
Standards and Management Plans for Buffers and Wetland Mitigation Sites.
Motion by Angerer Second by Burman
Motion to recommend City Council approval of the 2021 CWMP.
Ayes: 5.
Nays: 0. Motion carried.
OLD BUSINESS
5.a. 2021 Goals Progress Reports
Commissioners and staff discussed the commission’s goals. Commissioner provided updates on
their progress and what their next steps are.

5.b. Education & Outreach Calendar
Commissioners and staff discusse d ideas and updates for the outreach/blog calendar.
5.c. Rosemount Home & Business Expo Planning
The expo is scheduled for Saturday, May 8 th, 2021 at the Hope Fieldhouse from 9AM to 3PM.
Commissioners briefly discussed the set up and take down of the event and the safety protocols
regarding COVID-19.
Commissioners discussed which topics and they would like to have material ready for at the booth.
NEW BUSINESS
6.a. Leprechaun Days Participation
Commissioner Koch-Laveen will register the commission for a booth. The event will take place on
July 24th, 2021 from 5-11PM and July 25 th, 2021 from 1 -11PM.
6.b. Promotion of the Rosemount Stormwater Rebate Program
Stormwater Specialist Byron briefly discussed with the commission the rebate program and ways to
promote it.

8.a. Set Next Meeting Agenda for April 21, 2021
Commissioner requested to discuss the Environment & Sustainability Commission website for the
next meeting.
ADJOURNMENT
Commission Chair Ciresi adjourned the meeting at 7 :30 p.m.
