Project updatesEXECUTIVE SUMMARY Port Authority Meeting Date: July 20, 2021 AGENDA ITEM: Project Updates AGENDA SECTION: Old Business PREPARED BY: Eric Van Oss, Economic Development Coordinator AGENDA NO. 4.a. ATTACHMENTS: None. APPROVED BY: LJM RECOMMENDED ACTION: Information Item. ISSUE Previous discussions with the Council and Port Authority indicated a desire for more information regarding completion of workplan activities. The following highlights some of the project and economic development activities since the last Port Authority meeting. The Morrison: Third floor sheet rock is in progress and exterior siding is being installed. Staff met with Ron Clark and a potential tenant of the Phase II commercial portion of the development on July 12. Further information should be made available in late summer. Breweries: The OMNI Brewing group has hired CNH Architects to design their building and prepare site development plans for review. They are planning to submit for zoning approvals by the end of this month. The City Council approved BP District amendments to allow farm wineries and microbreweries in this zone on July 13. Dave Schmitz/North 20 Brewing has submitted plans for a building permit for a brewery located in northern Rosemount. Israelson property: The Met Council will be taking action on the Comprehensive Plan Amendment later this month (this was approved late last year by the Council). Luke Israelson indicated that they have prepared building plans and elevations for the commercial space, and that we should see a final plat application for the first two senior apartments and commercial space within the next few weeks. Merchants Bank site: The Council approved lot split and Major PUD Amendment on June 15th. Rec Center: The City Council discussed the Recreation Center at the work session on June 1 and Staff continues to work on agreements for the operations, financing, and land purchase. Legal counsel from both parties are drafting necessary agreements to present a formal project to the City Council in the coming weeks. UMore Residential: Preliminary Plat and Master PUD Plan applications have been submitted and will be reviewed by the Planning Commission on July 27th. The City, developer, and University of MN are working through some of the regional infrastructure questions and issues. . CDA Property: The CDA will present the sale of the Akron property to the CDA Board at the August meeting. KJ Walk at 2800 145th: The caretaker/community room framing is in progress. Origination LLC: Plans are on hold for a truck load-out building. Speedway: The foreclosure auction was scheduled for the week of July 12th and the previous owner indicated the Shell buyer was the leading candidate to purchase the property. Once the sale is finalized, staff expects the new owner to submit for building permit relatively quickly. Corrigan Art Gallery: A new art gallery opened in Downtown. A grand opening and ribbon cutting was held on July 9th. Akron & Hwy 42: Staff is reaching out to commercial users regarding sites along Akron. Several parties have expressed interest, especially as plans for the rec center move forward. Spectro Baghouse: Foundation work in progress. UMore Park Ball Fields: Submitted for building review. Emery Acres Flower Farm: A new pick-your-own flower farm opened in June and a ribbon cutting was held Friday, June 18th. Canada Circle: Staff met with Nate Bry regarding new development on his Canada Circle site near CA Gear. Interest is geared towards a smaller commercial space that would align with the original PUD. Multi-Family: Staff continues to meet with multi-family and mixed-use developers for sites at Akron and UMore. Interest remains high in the area and staff is working to generate interest prior to the Rec Center becoming public. Sunbelt Rental: Staff met with Keystone Property regarding this site. The Sunbelt Rental lease runs through 2034; however, the owner is interested in redeveloping the property for a higher use. This would likely have to be done in conjunction with the school district property and would involve concessions to potentially relocate the tenanted prior to the lease. Staff is working with Dakota County to determine future plans for the Hwy 3 and County Road 42 intersection, as any over pass would affect access to this site, before extending talks with the school district and Keystone/Sunbelt. INDUSTRIAL UMore Industrial site: Staff met with two potential industrial users in July regarding potential development on the Opus and UMore site. Biscayne Business Park/ Cerron Commercial Properties: APRO is finishing up work on the first spec building, which is completely leased. Staff is working to schedule a ribbon cutting for the entire building and 3 businesses. Rosemount Business Park: Project Osprey submitted plans for review for the July 27th Planning Commission meeting. Staff responded to several RFIs for the Business Park for several potential companies. Inquiries included both greenfield development and repurposing the old Sweet Harvest building. Opus Site: Staff met with two potential industrial users in July regarding potential development on the Opus and UMore site. Staff also completed an additional RFI for the Opus site for an industrial user. Scannell Project: The AUAR for the project is available for public comment – the comment period ends on July 22. City has been working on the design of for trunk sewer serving the site and worked out an alignment that fits the proposed site development plan. The Planning Commission will be considering a Comprehensive Plan Amendment to change the future land use of a portion of the golf course property from Regional Commercial to Business Park on July 27th. MRCI: Staff is working with a buyer on moving forward with a Conditional Use Permit (CUP) that would bring upwards of 20 office employees to the Business Park. A notable piece of the transaction is the property transferring from a nonprofit ownership to private entity, meaning it will generate property taxes. OTHER Minneapolis Real Estate Journal: Staff reserved a table for the July 29th (4-6pm) Minnesota Real Estate Journal Awards. Rosemount will have 10 seats and are able to bring the entire Port and staff. The Rosemount Professional Building (Lorenz Clinic) has been nominated for an award in the Medical category. This event will have 600+ real estate professionals in the Twin Cities and is a great opportunity to promote the City’s growth plan to a large audience.
