RECOMMENDED ACTION: Approve a Resolution Supporting a Dakota County
Request to Minnesota Department of Transportation to Perform a Speed Study
on Akron Avenue between County State Aid Highway 42 (145th St) and the
Northern City Limit
BACKGROUND
Dakota County, in partnership with the City of Rosemount, reconstructed Akron Avenue from
Bonaire Path to the northern city limit in 2020. Improvements included paving of the gravel
surface, addition of trails and a pedestrian underpass, and extension of utilities. With this
improvement, there have been some complaints about speeding along the Akron Avenue corridor.
Currently, the speed limit along Akron Ave is a statutory speed limit of 55 miles per hour and
generally, Dakota County does not post speed limit signs on these corridors. With significant
amount of development along Akron as well as the improvements on the northern end, now is the
appropriate time to request a speed study be performed. Studies of this type are performed by the
Minnesota Department of Transportation upon request from the local agency with jurisdiction.
Dakota County has requested a resolution of support for their speed study request from the City
of Rosemount. Upon completion of the study Dakota County will adjust the speed limit based on
the study conclusions.
RECOMMENDATION
Staff recommends the City Council approve a resolution supporting Dakota County’s request for a
MnDOT speed study of the Akron Avenue corridor.

A RESOLUTION REQUESTING THAT DAKOTA COUNTY SUBMIT A REQUEST TO
THE MINNESOTA DEPARTMENT OF TRANSPORTATION TO PERFORM A SPEED
STUDY AND ESTABLISH A SPEED ZONE ON AKRON AVENUE (CH 73) IN THE CITY
OF ROSEMOUNT
WHEREAS, the Minnesota Department of Transportation Commissioner does establish speed zones
on public roadways; and,
WHEREAS, the Metro District Traffic Engineer is responsible for conducting speed zone studies
within the City of Rosemount; and,
WHEREAS, Akron Avenue (County Highway 73) is under the jurisdiction of Dakota County; and,
WHEREAS, Dakota County, in partnership with the City of Rosemount, improved the northern 1.5
miles of Akron Avenue in 2020 to a bituminous surface; and,
WHEREAS, the current speed limit has not been reviewed since Akron Avenue was improved.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota, that Dakota County submit a request to the Transportation Commissioner to study the
speed limit on Akron Avenue (CH 73) from 145th Street (County State Aid Highway 42) to the northern
city limit.
