REGULAR MEETING PROCEEDINGS
July 6, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 6, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West
and virtually via Zoom.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
• City Administrator Martin, Chief of Police Dahlstrom, Parks and Recreation Director
Schultz, Community Development Director Kienberger, Finance Director Malecha, and
Recording Secretary Paque.
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACHKNOWLEDGEMENTS
3.a. Police Officer Oath of Office
Chief of Police Dahlstrom introduced Gage Litzner. Mayor Droste administered the Police Officer
Oath of Office to Mr. Litzner and welcomed him to the City.
3.b. Special Event Update – Leprechaun Days
Director of Parks and Recreation, Dan Schultz, provided a brief update on Leprechaun Days.
Leprechaun Days Committee Member, Maureen Bouchard, gave Council an update on the changes
for the upcoming Leprechaun Days Celebration. There will not be a carnival during the 2021
celebration due to vendors not clearing state inspection deadlines. Volunteers are needed for all
shifts and each day of the 3-day event.

PUBLIC HEARINGS
7.a. Request by Copper Creek Development to vacate the drainage and utility easement over
Outlot B, Dunmore 2nd Addition
Community Development Director Kienberger provided a brief overview of the vacation of
drainage and utility easement.
Mayor Droste opened public hearing at 7:21 p.m.
No comment.
Motion by Droste Second by Weisensel
Motion to close the public hearing at 7:22 p.m.
Motion by Essler Second by Block
Motion to adopt a Resolution approving the Vacation of the Drainage and Utility
Easements over Outlot B, Dunmore 2nd Addition.
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
7.b. Request by U.S. Home Corporation to vacate the drainage and utility easement over
Outlot I, Prestwick Place 18th Addition
Community Development Director Kienberger provided a brief overview of the vacation of
drainage and utility easement.
Mayor Droste opened public hearing at 7:25 p.m.
No comment.

Motion to close the public hearing at 7:26 p.m.
Motion by Essler Second by Block
Motion to adopt a Resolution approving the Vacation of the Drainage and Utility
Easements over Outlot I, Prestwick Place 18th Addition
Ayes: Droste, Essler, Freske, Weisensel, Block
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin provided the following update that staff is coordinating with our
Rosemount State Champion teams to invite them in to recognize them. Public Safety in the Park
was a successful event lead by Cassie Witt, Rosemount Police Officer.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was adjourned at 7:30 p.m. to
reconvene to work session in the Conference Room.
