REGULAR MEETING PROCEEDINGS
June 15, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting
held on June 15, 2021, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West and
virtually via Zoom.
Chair Freske called the meeting to order with Port Authority Commissioners Droste, Block, Ober,
Essler, Weisensel, Wolf in attendance. Staff present included Executive Director Martin, Deputy
Director Kienberger, Economic Development Coordinator Van Oss and Deputy City Clerk Paque.
The Pledge of Allegiance was recited.
ADDITIONS OR CORRECTIONS TO AGENDA
Motion by Droste Second by Essler
Motion to Adopt the Agenda.
Ayes: 7.
Nays: 0. Motion carried.
CONSENT AGENDA
Motion by Wolf Second by Essler
Motion to Approve Consent Agenda with 3.b. removed.
a. Approval of the May 18, 2021, Regular Meeting Minutes
b. Statement and Determination of Conducting Meetings Remotely
Ayes: Weisensel, Block, Ober, Freske, Essler, Droste, Wolf
Nays: 0. Motion carried.
3.b. Statement and Determination on Conducting Meetings Remotely
Commissioner Wolf pulled item 3.b. due to the item not having a necessary motion to make.
Commissioners have read the item and agree to proceed with to proceed with the new policy regarding
conducting meetings.
OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Eric Van Oss briefly noted a few project updates. Staff is
working on the Business Park Brewery and Project Osprey. The flower farm opened in June and is
scheduled to have their ribbon cutting June 18, 2021 at 12:00 p.m.
The City applied for 3 grants in 2020 for The Morrison project. An excess of $250,000 funds has
occurred, which will be applied to the demolition of the neighboring building.
NEW BUSINESS
5.a. Downtown Grant Pilot Program
Eric Van Oss, Economic Development Coordinator, presented an overview of the program that
will revitalize the downtown area, which will include business along Highway 3 (South Robert
Trail) between 143rd Street and County Road 42.
The proposed grants total up to $20,000 annually. Each applicant would be eligible for one grant
per calendar year. All improvements must be completed and paid for prior to receiving the
reimbursement check from the City.

There being no further business to come before the Port Authority and upon a motion the meeting
by Freske second Essler was unanimously adjourned at 6:52 p.m.
