SUMMARY The Planning Commission is being asked to continue a public hearing concerning a request from Maplewood Development for a Preliminary Plat and PUD Master Development Plan and Rezoning for the Amber Fields project within the UMore Park property west of Dakota County Technical College and south of 145th Street East (County State Aid Highway 42). The proposed project includes 435 acres within the first development area of the UMore Park site owned by the University of Minnesota. The City previously approved a PUD concept plan (non-binding) for the same project brought forward by another developer, and the proposed PUD Master Development Plan is generally consistent with the earlier plan. Due in part to the significant size and scope of the project and associated plans and ongoing discussions between the City, applicant, and property owner over some of the regional infrastructure needs for the project, staff is suggesting that the Commission open the public hearing, receive a project summary presentation from staff and the applicant, allow the public to comment and ask questions about the project, and then continue the hearing to its next regular meeting on August 24th. This action will provide time for the applicant to address preliminary review comments from staff and provide additional information about the project before the Commission is asked to make a formal recommendation to the City Council. More recently, the City adopted an Alternative Urban Areawide Review (AUAR) for the entirety of the University’s 4,900 acres (approximately 3,000 of which are located within the City of Rosemount) in 2013, approved a PUD concept plan for the subject 435 acres in 2019, and approved a Comprehensive Plan Amendment to change the residential areas within UMore to a new mixed-use residential classification. After approval of the concept plan, the original project proposer decided not to pursue further approvals with the City. The University of Minnesota subsequently sought out other developers to acquire the same property, and Maplewood Development entered into an agreement to purchase the land from the University late last year. Maplewood Development has since been working on preparing a Preliminary Plat and PUD Master Development Plan for the 435 acres they are purchasing, with the intent of starting grading work later this year. The preliminary development plans have been prepared to follow the City’s future land use plan for UMore, with a mix of commercial, high-density, medium-density, and low-density residential within the project area. The planned commercial are will be located on approximately 12 acres at the intersection of Highway 42 and Akron Avenue, with 29 acres west of the commercial area devoted to high-density residential uses. The remainder of the site will include a mix of single family detached residential lot and townhouse units. The preliminary plans also include a future elementary school location along Akron Avenue in the southern portion of the site. The overall residential lot and unit counts provided by the applicant is as follows: Access to the development will occur at extensions of Akron Avenue, Auburn Avenue, and Abbeyfield 3 Avenue and via a new minor collector road running east to west along the northern portion of the site. The southern boundary of the plat is located just north of the planned future extension of Boulder Avenue through the UMore property, but is entirely outside of the proposed plat. In advance of the Planning Commission meeting, staff has requested additional plans and documentation from the applicant in order to fully evaluate compliance with the City’s development standards. Some of the additional information requested includes the following: • A separate parks, trails, and open space map to better identify the proposed trail network, public park area, and private open space. • An overall PUD narrative and overview for the entire development area. • A tree preservation and protection plan as required by the landscaping ordinance. • A proposed zoning map illustrating the base and PUD zoning for each of the neighborhood development areas. Additionally, staff has been discussing some of the more significant regional public infrastructure needs with the applicant and University, and would like additional time to work through some of these issues. Of particular concern for the City is the timing and responsibility for construction of the collector roadways in or around the development, including Akron Avenue, Auburn Avenue, and Boulder Trail. The preliminary development approvals will need to be updated to reflect the overall plan for these roads through the project area. Staff will review the project development plans with the Commission at the hearing on July 27th, and expects to come back with a more detailed report and complete set of planning documents at the August 24th meeting. CONCLUSION AND RECOMMENDATION Staff is recommending that the Planning Commission continue the public hearing and its discussion concerning the Amber Fields Preliminary Plat and PUD Master Development Plan and Rezoning to the August 24, 2021 meeting.
