REGULAR MEETING PROCEEDINGS
JULY 20, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 20, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West
and virtually via Zoom.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
• City Administrator Martin, Chief of Police Dahlstrom, Community Development
Director Kienberger, Finance Director Malecha, City Engineer Erickson, Storm Water
Specialist Byron.
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACHKNOWLEDGEMENTS
3.a. Youth Commission Report
Council Member Weisensel introduced last term’s Youth Commission Chairperson Jacob
Kenninger. Kenninger presented the Youth Commission’s annual report.
3.b. Public Meeting to Receive Comment on Rosemount Stormwater Pollution Prevention
Plan (SWPPP)
City Engineer Brian Erickson introduced Jane Byron, Stormwater Specialist, to present the NPDES
MS4 Permit issued to the City of Rosemount by the Minnesota Pollution Control Agency. This
presentation is a required annually and is a way for the public to give input on the City’s Stormwater
Pollution Prevention Plan.
Mayor Droste opened for public comment. No comment was received.
PUBLIC COMMENT
City Administrator Martin mentioned the recent SKB public hearing that took place on July 13th at
the Planning Commission meeting. Mr. Martin stated some residents were not notified properly of
the public hearing due to a clerical error. Due to that error, staff will hold the public hearing again
on August 10th at the Planning Commission meeting and will notify the residents of the details of the
hearing. Formal action on the item is slated for the August 17 City Council meeting.

Resident of the area concerned about SKB’s plans on putting a public road near his property and
expressed concern about not being properly notified for the July 13th Planning Commission public
hearing.
Mr. Flagg also shared concern regarding the land changing to industrial, the expansion plan, air
quality in the area and the traffic impacts.

Resident of the area concerned about not being properly notified for the July 13th Planning
Commission public hearing. She also expressed concerns about the overall impacts of the project
on the area.

Brian Rohrenbach

Mr. Rohrenbach questioned staff’s policy regarding handling complaint calls. Mr. Rohrenbach
suggested when residents call in to complain about a neighbor to have staff suggest the caller to
reach out to their neighbor first before staff gets involved.
Chief of Police Dahlstrom explained the process for handling these calls and will further discuss
with Mr. Rohrenbach his concerns.
Mr. Rohrenbach also questioned when streetlights would be placed in the Blanca Ave area. Staff will
review the streetlight request and report back to council.

Councilmember Weisensel recognized all the donations before council this evening and thanked the
donors.
6.d. Donation Acceptance - Officer Wellness
Councilmember Block pulled this item for recognition and further details about the wellness
program. Chief of Police Dahlstrom, further elaborated the opportunities for the officers having this
program available.
Motion by Block Second by Essler
Motion to accept donation in the amount of $3000 from a Rosemount resident and
authorize expenditure of these funds to be used for improving and/or enhancing officer
wellness
Ayes : Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
NEW BUSINESS
9.a. Zoning Ordinance Text Amendment making Breweries, Microdistilleries, and Wineries
Conditional Uses in the BP-Business Park Zoning District and Making Agriculture an
Accessory Use in that District
Community Development Director Kienberger provided an overview of the ordinance and the
action required. Staff initiated the text amendment to allow winery on a parcel within the BP-
Business Park zoning district. Mr. Kienberger explained currently breweries and distilleries are
permitted in the BP district while farm wineries are limited to the AG district. The farm winery use
zoning requirement must be allowed by the City Code in order to be eligible for licensing by the
State to produce wine.
Planning Commission recommends the ordinance be amended to reflect these changes. The
Planning Commission held a public hearing which no comment was received.
Motion by Freske Second by Weisensel
Motion to approve a zoning ordinance text amendment making Breweries, Microdistilleries
and Wineries Conditional Uses in the BP-Business Park Zoning District and making
Agriculture an Accessory Use in that District.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin provided the following staff updates; new initiatives are being explored by
the Port Authority, the first phase of the UMore project was submitted and staff continues to work
on a future rec center.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Weisensel the meeting was adjourned at 8:10 p.m.
