ATTACHMENTS: Resolution; Project Layout APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving the Plans and Specifications and Authorizing the Advertisement for Bids for the Connemara Trail Trunk Storm Sewer, Project 2021-06. BACKGROUND With the extension of Connemara Trail (City Project 2018-09), along with the current Emerald Isle development east of Akron Avenue, the extension of the trunk storm line along the Connemara corridor is appropriate at this time. Rosemount’s Comprehensive Surface Water Management Plan anticipates extending a trunk storm sewer line to the east in order to address the need for an outlet in the case of back to back 100-year storms. That trunk has been extended as development occurred in the Prestwick Place development west of Akron Avenue. With the extension of Connemara Trail, an additional segment will be constructed this summer extending the trunk approximately 1,800 feet. Since the award of the Connemara Trail project, additional development further east (Emerald Isle) is occurring and the extension of this trunk line to the eastern property line will allow the developer to continue with additional phases. It should be noted that because of the regional nature of this improvement the cost is paid by the City from the Storm Sewer Core Fund. This trunk is a 54-inch diameter, 44 foot deep main that is best constructed at this time due to the significant amount of excavation required. Upon completion, the contractor will only be required to stabilize the surface since no paving will be required. The funding for this work will come from the Storm Sewer Core Fund (Fund 607). The estimated total project cost for this work is detailed below. Currently, access to the area is limited due to the construction of Connemara Trail and the Emerald Isle development. By bidding now and anticipating a late summer/early fall start there is sufficient time to Item Estimate Storm Trunk 512,600$ Contingency (5%)25,630$ Construction Total 538,230$ Indirect Costs (10%)53,823$ Total Project Cost 592,053$ TOTAL PROJECT COST ESTIMATE 2 complete this project prior to winter thus minimizing impact to the next phases of development. Additionally, it may be possible to take advantage of scheduling opportunities for local utility contractors to bid this work. SCHEDULE Should City Council approve this project, the proposed project schedule is shown below. - Approve Plans and Specifications and Authorize Ad for Bid August 2, 2021 - Bid Opening August 31, 2021 - Award Contract September 7, 2021 - Construction Start September 2021 - Substantial Completion Fall 2021 RECOMMENDATION Staff recommends Council adoption of the attached resolution receiving the plans and specifications and authorizing the advertisement for bids for the Connemara Trail Trunk Storm Sewer, Project 2021-06. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2021 – 56 A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR CONNEMARA TRAIL TRUNK STORM SEWER, CITY PROJECT 2021-06 WHEREAS, the preparation of plans and specifications for Connemara Trail Trunk Storm Sewer, City Project 2021-06, are complete and have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 2021-06. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specifying the work to be done, stating the bids will be publicly opened on August 31, 2021 at 10:00 a.m. via an online bid opening, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check payable to the City Clerk for five (5%) percent of the amount of such bid. 4. Such advertisement for bids is hereby authorized by the Council. ADOPTED this 2nd day of August, 2021. William H.
