Adopt a Resolution Authorizing the Preparation of a Feasibility Report for the 2022 Street Improvement Project, City Project 2022-01 BACKGROUND The 2022 Street Improvement Project, City Project 2022-01, was included as part of the 2020-2029 Capital Improvement Plan. The streets identified for this improvement through the City’s pavement management evaluation are shown in the attached map. The project is proposed to consist of two distinctly different types of work; a full depth reconstruction with utility work and a pavement rehabilitation. DISCUSSION The City Engineer selected a proposal from WSB and Associates, Inc. to perform the design work on this project. WSB, is familiar with the area as that firm prepared plans and specifications for numerous recent Rosemount projects. The proposal in the amount of $213,922 provides the necessary engineering services to complete preliminary design, final design, bidding and construction administration of the 2022 Street Improvement Project. WSB’s proposal provides the necessary expertise to successfully complete this project. The project scope provides for a full depth reconstruction of: • Bacardi Avenue West between the edge of pavement and 128th Street West • 128th Street West between Bacardi Avenue West and Bengal Avenue West • 130th Way between Bengal Avenue and 130th Street West • Bengal Avenue between 128th Street West and 130th Street West This area was recently added to the Municipal Urban Service Area as part of the 2040 Comprehensive Plan. Thus, extending water and sewer service to this area can be accomplished. It should be noted that these extensions are necessary as there are residences in this area that have septic systems that are starting to fail. As part of this project, utility services would be stubbed to the right of way for each property, but the actual connection to the residence would need to be paid by the resident. 2 The secondary project scope provides a pavement rehabilitation in the form of either a mill and overlay or reclamation on the following streets: • Biscayne Avenue West between 130th Street West and the end of pavement, approximately 2,670 feet • 126th Street West between Biscayne Avenue West and Bacardi Avenue West • Danbury Way between McAndrews Road (CSAH 38) and the City Limit • Chinchilla Avenue between McAndrews Road (CSAH 38) and the southern cul-de-sac • 127th Court West between Chinchilla Avenue and the cul-de-sac This would provide a new road surface for the residences abutting the street. No change to the current rural section is proposed. In addition, it is possible that this portion of the project will be a bid alternate to control costs. The attached resolution orders preparation of a feasibility report which is a necessary step under the Minnesota Statutes Chapter 429. This chapter specifies the actions that must be taken in order to assess property owners for all or a portion of the cost of local improvements. The feasibility report will provide information regarding whether the proposed improvements are necessary, cost-effective and feasible. The report will also look at opportunities to split the project into two phases of construction to allow flexibility in funding. The following information will be included in the report: • Existing conditions with detailed information on the existing materials • Proposed improvements • Detailed cost estimates and proposed funding sources • Estimated assessments COSTS & FUNDING The design and construction costs for the 2022 Street Improvement Project, City Project 2022-01, are budgeted in the 2020-2029 CIP in the amount of $2,125,000. The street improvements will be funded by the Street Fund and assessment of abutting properties. The utility work would be funded by the respective Utility Funds and Core Funds as appropriate. A detailed cost and funding estimate will be prepared as part of the Feasibility Report. RECCOMENDATION Staff recommends Council accept the proposal for engineering services from WSB and adopt a resolution to authorize preparation of a feasibility report for the 2022 Street Improvement Project, City Project 2022- 01. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2021 – 57 A RESOLUTION AUTHORIZING THE PREPARATION OF A FEASIBLITY REPORT FOR THE 2022 STREET IMPROVEMENT PROJECT CITY PROJECT 2022-01 WHEREAS, it is proposed to improve the following streets with a full depth reconstruction providing water, sewer and surface improvements: • Bacardi Avenue West between the edge of pavement and 128th Street West • 128th Street West between Bacardi Avenue West and Bengal Avenue West • 130th Way between Bengal Avenue and 130th Street West • Bengal Avenue between 128th Street West and 130th Street West, and; WHEREAS, it is proposed to improve the following streets with a pavement rehabilitation: • Biscayne Avenue West between 130th Street West and the end of pavement, approximately 2,670 feet • 126th Street West between Biscayne Avenue West and Bacardi Avenue West • Danbury Way between McAndrews Road (CSAH 38) and the City Limit • Chinchilla Avenue between McAndrews Road (CSAH 38) and the southern cul-de-sac • 127th Court West between Chinchilla Avenue and the cul-de-sac, and; WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statues, Chapter 429. NOW THEREFORE BE IT RESOLVED, that the proposed improvement, called 2022 Street Improvement Project (City Project 2022-01), be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is necessary, cost effective and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for the affected parcels.
