ATTACHMENTS: None APPROVED BY: BLE RECOMMENDED ACTION: Discussion DISCUSSION As part of the recent actions between the U.S Environmental Protection Agency (EPA), Minnesota Pollution Control Agency (MPCA) and Spectro Alloys, it is recommended that the Environment and Sustainability Commission (ESC) begin a research and education process to better understand air quality regulation. This process would allow for members of EPA and MPCA to provide background and education on the regulatory process and how that not only affects communities, but how communities are notified. Staff will also arrange for opportunities to tour some local industries in order to better understand how these industries are seeking to comply with regulations as well as allow for a better understanding of local industries. The end result of the process would be a commission that is able to understand how federal and state statutes and regulations are applied and how the community can be involved in the process. Additionally, it would provide a group of citizens that are able to assist other members of the community have their questions and concerns answered. Staff will be reaching out to the above-mentioned groups in an effort to begin scheduling this work. The goal will be to conduct these meeting during a regularly scheduled ESC meeting; however, there is a possibility that other times may be needed. SUMMARY No action required, informational only.
