JOINT SPECIAL MEETING PROCEEDINGS
June 15, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Tuesday, June 15th, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street
West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler and
Freske.
Environment and Sustainability Commission members included Commission Chair Kim Ciresi,
Vice-Chair Victoria Schlautman and Commissioners Renee Burman, Katie Koch-Laveen, Erin
Delaney, Kristen Andrews and Taylor Sutton. Commissioner Tina Angerer was absent.
Guest from the Minnesota Pollution Control Agency (MPCA) included: Cory Boeck
Guests from the U.S. Environmental Protection Agency (EPA) included: David Sutlin and Brian
Dickens
Staff present included: City Administrator Martin, Community Development Director Kienberger,
Public Works Director/City Engineer Erickson, and Stormwater Specialist Byron.
DISCUSSION
2.a. Report from State & Federal Partners on Spectro Alloys Investigation
David Sutlin with the EPA, presented to City Council and the Environmental and Sustainability
Commission an overview of their investigation, findings, and improvements that Spectro Alloys has
put into place. In summary, various inspections were completed in 2019 and violations were found
related to dryer #3 and furnace #3. Violations or exceedances included the opacity limit for
emissions, leaks from seals, and ventilation into the baghouse.
Spectro has signed the notice of violation document and reached an agreement with the EPA on
corrective action taken. This includes but is not limited to a new baghouse for furnace #3, new
ductwork for the dryer, hood / seal improvements, and other needed modifications. EPA staff is
confident that emissions will be improved from this work, and they indicated that they previously
had no immediate concerns about the facility and would only anticipate an improvement in the
facility’s operation as a result of these improvements.
Councilmembers and Commissioners questioned EPA and MPCA members on various testing
processes and inspections of improvements Spectro Alloys has made.
Residents are encouraged to contact City staff, elected officials, or commissioners regarding their
concerns. Concerns will be conveyed to the MPCA and/or EPA in a timely matter.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Essler, the meeting was unanimously adjourned at 5:59 pm.
